The State Employee Group Insurance Program (SEGIP) has an exciting opportunity providing customer service to state employees and their dependents, retirees, and employees of Independent Billing Units (IBUs) who are covered under state benefits.
The Benefits Specialist Senior will serve as a liaison for SEGIP participants (state employees, retirees, agencies, and other eligible individuals and groups), responding to customer and employee inquiries within a call center environment. This role requires the ability to work independently with minimal supervision while managing a high volume of work accurately and meeting deadlines. Maintaining a high level of confidentiality is essential, as well as handling difficult or sensitive employee situations with professionalism and discretion. Strong problem-solving skills, active listening, and collaboration are key to being an effective team member in this fast-paced environment.
Minimum Qualifications
To be considered for this position you must have a minimum of two (2) years of experience administering employee insurance benefits (e.g. medical, dental, pretax, and disability).
This experience must demonstrate:
Experience interpreting and understanding insurance plan related to laws, policies, and standard principles of group insurance (e.g. Minnesota Statutes, Medicare, COBRA, HIPAA, enrollment, billing, insurance eligibility).
Experience handling billing processes in insurance administration, including reviewing claims, appeals, or provider network participation.
Ability to explain complex insurance benefits and how major life events (e.g., marriage, birth, retirement) impact coverage.
Strong written and verbal communication skills with experience in resolving customer inquiries via phone, email, or in person.
Detail-oriented with good analytical skills
Experience with programs requiring specific knowledge (e.g. pretax, disability, retirement)
Experience with computerized systems and programs sufficient to research and resolve problems through data mining.
Preferred Qualifications
Experience as a Dedicated Department Insurance Representative (DDIR) or working with employer-sponsored group health plan administration, including enrollment, eligibility determination, or billing.
Proficiency with PeopleSoft SEMA4, including the ability to analyze system capabilities, research discrepancies, and resolve benefits-related issues.
Familiarity with SEGIP, including existing insurance programs, retiree plans that coordinate with Medicare, and relevant bargaining language.
Understanding of HR concepts such as leaves, layoffs, new hires, and their impact on insurance eligibility.
Knowledge of collective bargaining agreements or benefits plans, with the ability to interpret and apply contractual language in a benefits or HR setting.
Knowledge of the Minnesota Government Data Practices Act and Federal HIPAA laws as they pertain to handling and safeguarding insurance information.
