The Department of Human Services is currently hiring an Accounting Officer Intermediate. This position exists to assure that federal and state health care program and fiscal reporting needs are met and that MMIS health care programs’ fiscal data is available and retrievable efficiently, accurately, and effectively for budgetary, accounting, reporting, and auditing purposes.

Responsibilities include but may not be limited to:

  • Maintain and control fiscal processes, generate and analyze fiscal data, reconcile accounts, produce written materials, provide technical assistance, represent Financial Operations in meetings, respond to audit requests, and provide periodic business process evaluations.

  • Maintain and control subsidiary fiscal systems used by the division for fiscal administration, accounting, and reporting for DHS accounts receivable billings, accounts payable payments, and cash receipting.

  • Serve as the FOD fiscal administrator for Moving Home Minnesota grant also known federally as Money Follows the Person (MFP) grant, state funded Consumer Support Grants (CSG) and federal Survey and Certification grant.

  • Assist in the preparation and reporting of the CMS 64 Medicaid Administrative expenditures on a quarterly basis.

  • Prepare, as part of a team of accountants, the federal quarterly Medicaid Statement of Expenditures for the Medical Assistance (CMS-64) Administrative expenditures.

  • Assist with special projects as assigned by supervisor and /or FOD manager involving reconciling accounts, detecting system errors, testing changes or review of other health care related data.

Minimum Qualifications

One (1) year professional experience in Accounting OR Three (3) years advanced technical or paraprofessional experience in Accounting OR Bachelor’s degree in Accounting and two (2) years of advanced technical or paraprofessional experience in Accounting. Experience must demonstrate:

  • Knowledge of Generally Accepted Accounting Principles (GAAP).

  • Experience working with Excel spreadsheets or other spreadsheet software.

  • Experience resolving fiscal discrepancies and developing and implementing fiscal procedures.

  • Ability to manage a variety of tasks and deadlines including call center/customer service responses.

  • Knowledge of financial systems, databases, and office applications.

  • Interpreting and analyzing fiscal data, reports, and records.

Preferred Qualifications

  • Health Care accounting or other government accounting experience.

  • Experience working with state or federal auditors.

  • Experience with the State of Minnesota’s SWIFT Accounting system or similar (Oracle’s PeopleSoft Financial Supply Chain Management 9.1 Enterprise Resource Planning).

  • Bachelor’s degree in Accounting from an accredited college.

  • Proficiency in MS Access, SQL, BI Query or other similar database management skills.

  • Knowledge of MMIS claims data/business analysis.

  • Knowledge of SharePoint.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong organizational skills and ability to prioritize multiple demands under tight time constraints.

  • Excellent analytical, research, and problem-solving skills.
