Indian Health Service Audiovisual Production Specialist in Shiprock, New Mexico

Summary This position is located at the Shiprock Service Unit, Division of Community Health, Four Directions Media Department. The primary purpose of the position is to serve as an Audiovisual Production Specialist for Health Promotion Disease Prevention to plan, organize, direct and produce audio/video productions and other information delivery services for staff, patients, and community health education personnel. Responsibilities Utilize equipment and software applications required for graphic design and audio/video production. coordinate layout, design, and execution of printed material. Assist with designs, edits, and disseminates a variety of graphic design applications. Develop original designs, concepts, or visual styles for productions, publications, exhibits, or presentation materials. Resolves technical and artistic conflicts. Collaborates with subject matter experts to plan and design visual products. Translates concepts and makes decision on size, style, fabrication method, quality, colors, typography, and use of visual elements. Performs limited aspects of scripting, videotaping, editing, and duplicating to accomplish health promotion-related media production. Utilizes computer graphics and animation production software in media production projects. Operates an in-house video network for the Service Unit, the outlying clinics and selected community sites. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. General Experience (for GS-5 positions): Experience that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. To be qualifying, the work must have provided a general knowledge of the fields of radio, movie, television, and/or audio-visual communication. Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. MINIMUM QUALIFICATIONS:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: For GS-07: Candidates must have had 52 weeks of specialized experience at least to the GS-05 grade level to qualify for the GS-07 grade level. Specialized experience includes: Knowledge of camera and lightening techniques and familiarity with editing equipment and software. Or, superior academic achievement, a master's or equivalent graduate degree, or 2 full years of progressively higher degree. For GS-09: Candidates must have had 52 weeks of specialized experience equivalent at least the GS-07 grade level to qualify for the GS-09 grade level. Specialized experience includes: Utilize equipment an software to develop graphic design and audio/video production, coordinate layout, design, and execution of printed materials and develops original designs, concepts, and visual styles for production, publications, exhibits, or presentations. OR, successful completion of an LL.B. or J.D., if related, a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level. Substitution of education for experience: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Government housing is not available. This position has promotion potential to the GS-9 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
