UW Facilities manages the University’s buildings, infrastructure, and land with more than 1,100 employees in a variety of fields. Transportation Services Parking Operations issue parking permits, collect parking fees, perform parking enforcement duties, provide consistent information about parking system processes and procedures, and perform other parking-related field duties.

We have an outstanding opportunity for a Program Support Supervisor 1, Parking Operations .

Under the general direction of the Parking Operations Manager and Assistant Manager, this position is responsible for standardizing all technical and customer services for the University of Washington parking software and other technological tools related to parking enforcement. This position resolves technical challenges and related procedural improvements with the Facilities Services (FS) Business Systems and IT teams and communicates solutions to the Parking Operations management and frontline staff. This position exercises independent judgment in interpreting and applying the T2 program features in conjunction with University of Washington parking and citation issuance rules and regulations. Responsibilities also include selecting alternative courses of action, coordinating, scheduling, and monitoring program activities to determine consistency with program goals, and compiling and ensuring data accuracy and relevancy in preparation for software transition(s).

Primary Duties and Responsibilities

• Oversee the day-to-day operation of the Enforcement program; • Establish work priorities, ensure deadlines are met; • Coordinate program functions with appropriate agencies and departments to accomplish program activities; promote the program on campus and with outside organizations such as Route1, GeneTec and T2; represent the program at meetings; • Direct the preparation of reports; • May use word processing, graphics, statistical, spreadsheet and/or data base software; • Conduct training on the enforcement program; LPR and Detected Violations for all new hires; • Maintain oversight of enforcement equipment; ensure all relevant updates and upgrades are completed in a timely manner; • Inventory and ordering of all enforcement program related needs, envelopes, printer paper etc.; • Oversee inventory and maintenance of all enforcement vehicles; • Oversee scheduling, staffing coverage, and routes for enforcement team; • Creating and maintaining enforcement related SOP’s; LPR, Detected Violations. • Coordination with internal stakeholders for program troubleshooting; Business IT group and Senior Computer Specialist; • In conjunction with Data Analyst, oversee all enforcement related metrics; • Supervise and direct work of up to ten (10) Parking Specialists assigned to Parking Enforcement duties. Plan, schedule, coordinate, and direct daily responsibilities of staff. • Recommend corrective action in accordance with bargaining unit contracts. • Train, evaluate, and remediate job performance by utilizing on site and on the job training environment. • Assist with monitoring vendor performance and ensure contract compliance. • Make system enhancement and process improvement recommendations to management to create efficiencies. Participate in long-range planning efforts as related to the support area and/or departmental goals. • Perform the duties of Program Coordinator. Other Duties: • Assume higher-level duties as Program Operations Manager in their absence. • Perform additional duties as assigned.

Requirements include:

• High school graduation or equivalent AND three years of applicable experience in parking enforcement OR equivalent education/experience

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

• Lead or supervisory experience. • Experience working in the public or higher education sectors; experience in the parking and/or transportation industries; experience in specific areas of programmatic oversight. • Experience successfully leading team members in a process improvement environment. • Experience with University business systems; experience with industry or program specific business systems. • Excellent organizational skills • Excellent verbal and written communication skills • Ability to communicate clearly and effectively. • Ability to work independently and as part of a team • Administrative experience • Strong interpersonal skills • Excellent attention to detail • Demonstrated intermediate to advanced skills in MS Office applications, (PowerPoint, Word, Excel, Outlook) and ability to use computers in a business environment. • Strong communication and conflict management skills.

Conditions of Employment:

• Standard work schedule is Monday-Friday, 7:30am to 4:00pm • Possession of a valid Washington State driver’s license. • Must be able to provide proof of satisfactory driving record • Must be able to work outside year-round, in all types of weather with or without shelter • Must be able to work in a kiosk with varying degrees of temperature with adequate heating and cooling during all seasons • May require additional hours based on operational necessity such as working special events • This position is not telework eligible. • Regular and predictable attendance is required.
