About the Position: This position serves as a Lock and Dam Operator working under very close supervision in handling lines, controlling access to lock gates, and maintenance of site structures and facilities such as lock buildings, lighting systems, grounds maintenance.

*This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. *

Duties

  • Observes, assists, and/or performs a variety of operation and maintenance duties.
  • Handle lines while assisting deckhands in the mooring of vessels during lockages.
  • Operates electrical controls to raise or lower dam gates in accordance with specific instructions regarding time and degree of gate change.
  • Ensures visitors are clear of the lock gates prior to operation of the gates.
  • Perform seasonal duties such as grass cutting, trimming, gardening; shoveling snow, clearing ice; as well as janitorial tasks such as cleaning control house and other site buildings.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Pre-employment physical is required.
  • Participation in the Medical Surveillance Program is required.
  • This position is a Testing Designated Position and is subject to pre-employment and random drug testing IAW EP 600-1-3.
  • Requires shift work, rotating shifts to include weekends/holidays.
  • Mission Essential - This position is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) LOCK AND DAM OPERATOR by demonstrating reliability and dependability. I have the ability to demonstrate reliability by reporting to work or school on a regular and recurring schedule without incidents such as poor performance, tardiness, attendance or unprofessional behavior. - Failure to meet this Screen out Element will result in an ineligible rating.

Reliability And Dependability

PHYSICAL EFFORT: Eye and hand coordination are required for operating various controls and handling lines while observing traffic and personnel and while performing other maintenance work. There is standing, stooping, bending, occasional lifting in excess of 50 pounds, stretching, working in cramped positions, handling or maneuvering bulky items or equipment, and generally continuous moderate to arduous physical activity. Where applicable, strenuous muscular tasks are performed for short periods of time while raising and lowering wickets.
