The Finance Manager reports to the department’s Director of Finance and Administration and supports a wide spectrum of complex business, administrative, research, financial, and operational activities for the department. They will independently analyze, administer and manage department core (GOF, DOF, ICR), self-sustaining, revenue, and gift funds to assist the Director to achieve strategic department goals. They will also provide programmatic support for the department’s two professional master’s programs and one certificate.
This position will act in an advisory capacity for Bioengineering’s Director of Finance and Administration and will have delegated authority to authorize expenditures and interpret and apply rules and regulations to resolve problems or recommend alternative courses of action. They are expected to work with minimal oversight and must be able to advise faculty, staff and administration regarding applicable policy and procedures, and provide executive level judgement and management of the financial operations for the Department of Bioengineering.
The Finance Manager will oversee the department’s day-to-day financial and fiscal operations for the department and its fee-based programs. This will include a wide spectrum of complex operational, research, and financial activities.
The Department of Bioengineering currently administers over $16 million of University of Washington non-research funding, including a wide variety of core state, designated operating funds, revenue, fee-based, and gift & endowment budgets
Responsibilities include financial planning and reporting, preparing complex analyses for special projects, and providing operational assessments. They will develop, conduct research, and analyze data for decision making and policy implementation in areas including (but not limited to) student enrollment and retention/attrition, modeling and financial forecasting, resource utilization, institutional and instructional costs and productivity.
They will be the department’s subject matter expert for administrative fiscal policies and procedures. They will create and refine policies and procedures, in conjunction with the Director and other financial staff, for financial, fiscal, and administrative processes including financial management, travel, payroll, and purchasing.
DUTIES AND RESPONSIBILITIES Department financial management and reporting (75%)
Develop and manage financial reporting tools to track department commitments and forecast expenditures. Gather, analyze, reconcile, and report monthly financial data across all of Bioengineering’s operational resources.
Administer and optimize the management of departmental financial portfolios, including state funds, indirect cost recovery (ICR), fee-based programs, endowments, gifts, discretionary accounts, and student support funds. Exercise budget authority in expenditure approvals on operational funds.
Provide the Director with comprehensive financial analyses and strategic insights to facilitate data-driven decision-making and ensure alignment with core departmental objectives.
Monitor faculty ICR and Startup accounts, calculate salary recapture, facilitate annual fund transfers.
Prepare monthly reports of non-sponsored funds to faculty; maintain a working knowledge of research funds in order to partner with grant managers to maintain a full portfolio of PI funds.
Maintain the department’s Workday financial data model (FDM), including creating and editing worktags to improve expenditure and revenue tracking.
Work with the Director on Fiscal year and Biennium close, creating timelines for fiscal year/biennium year closes that are in alignment with School of Medicine, College of Engineering, and central UW Financial Management procedures.
Operational fiscal support and subject matter expert to department-wide functions including, but not limited to, purchasing, travel administration and reimbursements, procard, budget verification, records management, and fiscal planning.
Liase with College of Engineering finance shared services and School of Medicine shared services.
Collaborate closely with payroll staff to oversee departmental payroll Workday entries for new hires and costing allocation changes for staff and faculty supported on operational (non-sponsored) funds.
May supervise classified fiscal staff.Professional and Continuing Education (PCE) program management (15%)
Manage financial and enrollment data and reporting related to the department’s Professional and Continuing Education ( PCE ) programs: Master’s of Applied Bioengineering ( MAB ), Master’s of Pharmaceutical Bioengineering ( PharBE ), and the Certificate in Basic Bioscience.
In collaboration with program directors, develop the annual budget for each program, capturing expenditures and projecting revenue based on enrollment data.
Develop and maintain complex tracking and reporting to ensure compliance to state and university policies related to fee and tuition-based structures.
Reconcile monthly expenditures ensuring expenses and revenue are allocated appropriately.
Perform recurring financial and enrollment analysis, provide enrollment recommendations and expenditure and revenue projections.Process improvement and Special projects (10%)
Formulate, oversee, and enforce internal departmental financial and fiscal procedures, ensuring compliance, identifying and resolving procedural inefficiencies, and closing gaps. Recommend, document, and implement changes in alignment with institutional, state, and federal guidelines.
Examples include, but are not limited to, assessing the validity of expenditures, managing delegated budget authority documentation, scrutinizing procurement card transactions and purchases, and overseeing compliance with institutional policies governing expenditures such as food-related expenses.
Special projects as assigned by Director or other department leadership.
Other duties as assigned. MINIMUM REQUIREMENTS
Business administration, Accounting, or a related field.
4+ years experience in financial and operational management in a large, complex institution or equivalent. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Demonstrated experience in budget projection, problem-solving and analytical skills.
Skilled in creating and using complex MS Excel spreadsheets or other reporting tools.
Ability to accurately analyze complex financial and accounting data and communicate clearly to faculty and staff.
Demonstrated excellent critical thinking skills.
Ability to work independently. DESIRED QUALIFICATIONS
Experience working in a University financial setting (or equivalent combination of education and experience with an emphasis on budget, operational, and fiscal management).
