Job Summary

The Assistant Vice President (AVP), Risk Management will directly lead a holistic and ongoing evaluation of risk identification against the organization’s core business model and strategy. The incumbent is responsible for working across the organization to identify, mitigate and manage emerging strategic, financial, and operational risk related to member and team member safety, organizational reputation and optimization and retention of assets. The AVP will supervise the day-to-day functions of the Risk, Safety and Emergency Preparedness/Response Program. This includes, but is not limited to, planning, organizing and directing a comprehensive risk management and loss control program designed to protect YGS against all financial, physical, and occupational exposures and risks, including general liability, worker's compensation, property damages, and other risks.

Under the direction of the Vice President, HR, supervises, plans, develops and implements the YGS's comprehensive risk management, visitor and occupational safety and emergency preparedness programs in accordance with federal, state and county laws and ordinances. This position will oversee the Association-wide risk management, safety and emergency preparedness policies and practices; conducts or coordinates training in risk management, safety and emergency preparedness principles and practices. Serves as a technical advisor on matters of policy and practice relating to property, casualty, liability, and worker's compensation insurance coverage, coordination and payment of claims, accident prevention and safety programs, and impacts of compliance.

    Hiring Range: $118,253 - $145,000/year

Responsibilities

  • Responsible for managing all aspects of Enterprise Risk Management (ERM) for the organization through critical evaluation and identification, mitigation, and program development to address and mitigate existing and emerging, strategic, and operational risks.

  • Collects, analyzes, evaluates, and reports risk and accident data as necessary and recommend appropriate countermeasures; reviews current and proposed facilities, programs, and other activities by YGS for accident prevention and risk management implications; performs internal audits in conjunction with the risk and safety staff to reduce injuries, property damage, and general liability claims; reviews and analyzes loss history runs from Liability and Worker Compensation third party administrators and other insurance coverage loss exhibits; reviews, coordinates, researches, and provides information and material to assist third party claims administrators as needed.

  • Regularly identify and assess major emerging and strategic risk using models recognized by ERM best practices.

  • Work with senior leadership to continue and improve upon established enterprise risk management process and evaluation.

  • Ensure safety, security and operational risk mitigation practices and policies are in alignment with generally accepted RM practices.

  • Manages, reviews and evaluates worksite Safety Programs; inspects project construction sites and maintenance activities; advises appropriate action required to correct or prevent unsafe working conditions; re-inspects to ensure compliance. Identifies safety hazards and initiates action to prevent or control hazards in all on-going operations.

  • Develops and coordinates development of Association-wide and facility specific emergency management plans for various YGS locations and assures alignment with the Association's Continuity of Operations Plan.

  • Oversees the Association's Continuity of Operations Plan and Comprehensive Emergency Management Plan, including coordination of training exercises and table-top drills, annual updates to the planning documents and manages the readiness of the District's Emergency Coordination Center.

  • Ensures Association is compliant with legal and agency interests/requirements (e.g., insurance, Americans with Disabilities, OSHA, WISHA, YUSA and industry best practices, particularly in aquatics, housing programs and abuse prevention).

  • Reviews and analyzes proposed local, State and Federal legislation and court decisions applicable to insurance, employee occupational safety, workers' compensation, and hazardous materials. Ensures compliance with current local, State and Federal requirements on workers' compensation, and liability; recommends changes as necessary.

  • Apply risk mitigation through contract review and establishing standard risk management contractual language.

  • Provides oversight of risk management efforts, including required training, in abuse prevention, emergency and disaster preparedness/response, facility and employee safety and security, drowning and near-drowning prevention, driver and vehicle safety, and membership.

  • Oversees Association Child Abuse Prevention (CAP) program including management and enforcement of the CAP Policies, leading or assisting in investigating claims of CAP violations, leading CAP trainings for staff, and ensuring ongoing compliance with the Association’s Praesidium Accreditation.

  • Investigates employee accidents and visitor incidents and coordinates claims for damages with the insurance broker and/or insurance carrier; prepares written analysis, maintains comprehensive records, files, and reports. Assists insurance brokers and/or insurance representatives and defense counsel in preparation of materials in defense of claims for damages.

  • Evaluates and establishes crisis management policies and practices in collaboration with other leaders to address emergencies involving natural disasters, accidents, and wrongdoing, as well as recovery from resulting property loss, data breach/loss and property loss.

  • Evaluates and manages insurance brokers and companies that provide insurance and safety services. Responsible for evaluating and recommending insurance-related coverage and limits.

  • Prepares safety standards, policies, newsletters, web postings, instruction sheets and safety educational materials as needed.

  • Assists in managing the YGS's liability program, including determining defense or settlement strategies in consultation with insurance representatives and legal counsel, coordinates outside legal counsel.

  • Represents the Association on regional, state, and federal Emergency planning and response activities.

  • Act as liaison to outside legal resources as necessary.

  • Oversees the coordination with outside agencies, Washington State Department of Health, Tacoma-Pierce County Health Department, King County Health Department, Washington State Labor and Industries Division of Occupational Safety and Health (DOSH), community members, and contractors regarding public or employee work exposures and safety and emergency incidents and ensures the needs of the Association are met in cooperation with community partners.

  • Manages Insurance sub-committee meetings and Board. Prepares and/or directs the preparation of board/committee summaries, monthly/quarterly reports, and periodic and special reports as it relates to Risk

    Position Type/Expected Hours

    This is a full-time position, and hours of work and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job duties demand.

    Travel

    Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Qualifications

  • Bachelor’s degree in relevant field or equivalent experience.

  • Minimum of seven (5) years’ of progressively responsible experience in risk management, business insurance, occupational health and safety, loss control and/or emergency management and preparedness.

  • Minimum of two years of supervisory experience.

    Preferred Education and Experience

  • Prior experience working in a matrix business environment.

  • Prior experience working in a non-profit organization.

  • Legal experience or background.

    Knowledge, Skills and Abilities

  • Knowledge of management principles, including personnel and performance management, sound business practices, including expertise in practical application of health and safety applications, contract interpretation and implementation, and system functions.

  • Knowledge of principles and practices of employee safety and health administration, including safety and health education and training, safety auditing, worksite compliance and hazard assessment inspections, accident investigations, and safety committee operations.

  • A working knowledge of the Washington Industrial Safety and Health Act (WISHA), Washington State Department of Labor and Industries/Division of Occupational Safety and Health (DOSH), and Occupational Safety and Health Administration (OSHA).

  • A working knowledge of the National Response Framework, National Incident Management System (NIMS).

  • Ability to develop and implement an agency safety and emergency management program.

  • Ability to conduct threat, risk and vulnerability assessments of diverse programs and facilities.
