Summary You will serve as the Administrative Officer with the Spinal Cord Injury service for the VA Puget Sound Healthcare System, Seattle, Washington division. Responsibilities Evaluate and monitor all administrative activities ensuring the effective use of the administrative staff, make substantive recommendations for improvements, advise on all aspects of operational activities and problems, assist managers and supervisors and keep them informed of organizational updates and program changes impacting their programs, and proactively identify and solve operational problems before they become significant. Review and interpret new and existing directives, handbooks, policies, instructions, regulations, and delegations of authority for potential impact on program objectives, operating policies, and work operations. Plan work and prepare schedules for subordinates and set and adjust short-term priorities for completion of the work. Identify the appropriate staff to serve as purchase card holders and ensures all purchase card holders receive the required training. Audit the use of purchase cards for all assigned Fund Control Points or General Post Funds. Prepare budget estimates to make resource allocation recommendations and decisions. Analyze program needs and develop plans to ensure optimal utilization of funding resources. Submit and approve requests for Personnel Actions, complete or assemble all required personnel documentation, and ensure that all Human Resources actions are completed in accordance with Human Resources policies. Coordinate the acquisition of supplies and equipment to include reviewing and signing for incurred expenses as the approving official for all requests for supplies and equipment. Execute a full range of supervisory authorities and responsibilities in managing a team, position management, hiring, training and employee development, resolving grievances and employee complaints, and effecting disciplinary measures. Perform other duties as assigned. Work Schedule: Monday-Friday, 7:30 am to 4:00 pm. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing oversight of administrative programs by gathering data to conduct detailed analyses concerning the relationships among administrative positions, workload, and productivity by interpreting administrative records and reports to develop manuals and directives; leads change management through streamlining and process improvement by analyzing and evaluating problems, making recommendations, implementing new programs and devising solutions to systems administration and data management within the division; collaborates with VISN and National level offices and Veteran Service Organizations to develops indicators, monitors, and compiles data collection and analysis, and recommends corrective actions and preparation of related reports; participates in interdisciplinary service line meetings to address administrative management issues, resolves problems, and provide recommendations for correcting or improving processes and programs; attends budget calls, reviews guidelines and instructions to work with Service Line Leader to plan and develop budget data and justification for review and approval. Monitors and tracks obligations and expenditures for base/mission support functions throughout the execution phase of the annual operating budget. Utilizes knowledge of financial management policies, guidelines, and best practices to provide overall budgeting and financial management for the service; provides guidance and direction to establish priorities and allocate and/or shift resources to manage clinic scheduling priorities, building clinics, and managing clinic utilization. High proficiency with a variety of VA HMS software systems; executes a full range of supervisory authorities and responsibilities in managing a team, position management, hiring, training and employee development, resolving grievances and employee complaints, and effecting disciplinary measures; completes all aspects of equipment procurement including preparing necessary and utilizing logistics systems. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as some walking, standing, bending, or carrying of light items. Work Conditions: The work is performed in an office setting that is adequately lighted and climate controlled, however, regular trips to patient treatment areas and exam rooms are essential.
