U.S. Army Corps of Engineers Construction Control Representative in Sault Ste. Marie, Michigan

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position will function as a Construction Control Representative with the Army Corps of Engineers, Detroit Engineering and Construction Division, Consruction Branch, Sault Sainte Marie Resident Office Detroit, Michigan. Responsibilities Investigates need for contract change orders, controversies which could lead to formal claims by the contractor, deviations requiring engineering determination, and other matters. Makes on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction, deviations from schedules, substitution of materials, and resolution of disputes over the acceptability of work. Reviews contractor's partial payment estimates for items of work claimed, verifying lump-sum and unit price items for units of accomplishment, and certifies for validity preparatory to payment. Analyzes situations, develops cost estimates, and determines most practicable method of accomplishment and time involved for purpose of comparison of bid received from contractor. Reviews plans and specifications of projects prior to procurement to ensure they are constructible and provides comments to project manager. Provides technical assistance and support on the review of project plans and specifications to determine site compatibility and anticipated problems. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have: Specialized Experience: One (1) year of specialized experience which includes: the management and surveillance of construction projects that are difficult and complex due to their size and includes a variety of structures, facilities, and specialized marine, mechanical, electrical, and controls equipment. OR Education: Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR Combination of Education and Experience: Less than one year of specialized experience as described above and I have at least one year of graduate education but less than the required two years. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
