Summary

The Assistant Department Manager – Building Official supports the department manager in overseeing building code compliance, permit processing, inspections, and enforcement of construction regulations. This role involves supervising staff, ensuring adherence to local, state, and federal building codes, and collaborating with stakeholders to maintain safety and quality standards.

Essential Duties and Responsibilities

  • Assist in managing daily operations of the building department, ensuring efficiency and compliance

  • Supervise and support inspectors, plan reviewers, and administrative staff

  • Review and interpret building plans, permits, and inspection reports for compliance with regulations

  • Ensure adherence to building codes, zoning laws, and safety standards

  • Conduct site visits, inspections, and enforcement actions when necessary

  • Assist in resolving disputes related to code violations and permit applications

  • Provide guidance to contractors, developers, and the public on regulatory requirements

  • Oversee training and professional development for department staff

  • Maintain records, reports, and documentation in compliance with legal requirements

  • Assist in budget planning and resource allocation for department operations

  • Stay updated on changes in building codes, laws, and best practices

  • Represent the department in meetings with government agencies, stakeholders, and the public

  • Travel to various job sites at locations both locally and throughout the State of Florida

  • Regular attendance is required

  • Follows safety procedures

  • Other duties may be assigned

Required Qualifications:

  • Bachelor's degree in Civil Engineering, Architecture, Construction Management, or a related field

  • 5+ years of experience in building inspections, code enforcement, or construction management

  • Certified Building Official (CBO) or equivalent certification

  • Strong knowledge of IBC, IRC, NFPA, and other relevant building codes and regulations

  • Experience in reviewing plans, permits, and inspection processes

  • Excellent leadership and supervisory skills

  • Strong problem-solving and conflict-resolution abilities

  • Proficiency in permit management and reporting software

  • Ability to communicate effectively with contractors, government agencies, and the public

Preferred Qualifications:

  • Master's degree in a relevant field

  • Additional certifications such as ICC Plan Reviewer, Fire Code Official, or Energy Code Specialist

  • Mechanical, Electrical, and Plumbing License

  • State of Florida Plan Review Certification (PX)

  • State of Florida P.E. or Architect License

  • Experience in municipal government or regulatory agency roles

  • Familiarity with GIS and electronic permit processing systems

Physical Demands & Work Environment:

  • Required to drive, stand, walk, use hands to type, handle, or feel; reach with hands and arms; climb or balance; talk and hear. Body motions and movements include bending, twisting, reaching, stooping, pulling, kneeling, lifting, carrying, and pushing, with or without reasonable accommodation

  • Lifting and/or moving up to thirty-five pounds regularly is expected, on occasion, with or without reasonable accommodation

  • On average, the workdays range from seven to twelve hours

  • Job site conditions may or may not be accessible by vehicle, including wetlands, swamps, grasslands, and fields with uneven surfaces, sand, brush, and other natural and man-made obstacles

  • This job is primarily and regularly exposed to outside weather conditions and construction sites where the noise level is usually moderate to loud

  • This is not a remote position. This role will be based on the selected job posting location.
