Your Specific Responsibilities:

This position is required to provide on call services (after business hours, weekend, holidays) according to agency needs. You must have a valid Florida Driver License.

The Florida Department of Health in Seminole County is looking for a self-motivated, independent, and hardworking individual to fill a Selected Exempt Service Operations & Management Consultant II supervisor position located in Sanford, Florida.

Job Duties and Responsibilities:

This is a highly responsible and independent supervisory position performing a range of advanced level duties focusing on investigating epidemiological case and outbreak investigations of reportable diseases and conditions in the community, conducting quality assurance and improvement activities, and conducting surveillance for diseases and conditions of public health concern. Work is performed under the limited supervision of the Operations & Management Consultant Manager – SES (Epidemiology Program Manager) of the Epidemiology Program of the Florida Department of Health in Seminole County (DOH-Seminole). Duties performed requires applying a logical understanding of business practices and skilled decision-making techniques.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, complete timesheets, and provide orientation/training.

The incumbent will also communicate regularly with staff individually and through staff meetings. Uses strategies to support department agendas and promotes the mission and values of the department between peers. Assists with addressing negative customer feedback.

Conducts statistical assessments of the community for the purpose of prioritizing and directing public health resources to identified areas of need for both chronic and infectious diseases in order to improve health equity and control the spread of communicable diseases.

Coordinates, investigates, analyzes, and controls sporadic cases and outbreaks of diseases in the community. Completes required paperwork including case management records and forms, interview records, field investigations, statistical reports and narratives. Competence is required in the MERLIN disease reporting system and the incumbent is directly responsible for the data-entry of communicable disease reports received by the Epidemiology Program into MERLIN. The incumbent will be also responsible for reviewing cases and outbreaks for data quality and ensuring the cases and outbreaks were handled based on Bureau of Epidemiology (BOE) and local standards.

Creates reports using internal, external, state, and private data. Maps data using geographic information system (GIS) for use in analyzing infectious and chronic disease clusters. Assists in the health assessment of the county and its sub-populations using epidemiological and biostatical analysis tools. Produces final reports, publications and newsletters respecting outbreaks, disease trends and prevention messages.

Through telephone contact or face to face interviews, the incumbent will be responsible for enhancing surveillance and communication between the Seminole County CHD and hospitals, private providers, walk-in clinics, laboratories, veterinarians, schools, and daycares that provide services to the residents and visitors of Seminole County. Enhanced communication will improve the timely and complete investigation and reporting of outbreaks of illness, cases of reportable diseases, and those conditions and syndromes that could be a possible terrorist event.

Monitors and follows up on syndromic surveillance system for evidence of biological events, missed reportable diseases via emergency department chief complaints, vital statistics reports poison control reports, and other reports, and potential disease outbreaks. Reports significant findings to appropriate staff and partner agencies.

Using CDC Assessment Tools, the incumbent will work with the state’s HAI Program assisting with site visits to health care facilities to evaluate infection prevention practices and assess readiness to prevent/reduce the spread of highly infectious diseases. Assists with the development of practices and processes to address gaps in infection prevention and control plans and practices, and track health care facilities’ progress towards addressing action plan objectives, per CDC guidelines and DOH protocol. Assists with development of tools, resources, and training material for health care facilities to support the implementation of best practices for infection prevention and preparedness planning, per CDC guidelines and DOH protocols. Assists with employee/occupation health to assess level of risk to infectious diseases during an occupational exposure.

Assists the Manager in formulating responses to the community regarding communicable disease outbreaks and meeting with state and local officials regarding public health issues. Coordinates the preparation of grant proposals and other documentation required for securing funds for program needs. Assists the Manager in planning annual budget and monitoring monthly revenues and expenditures. Serves as a member of internal workgroups/committees for Seminole CHD and represents Seminole CHD at community activities, presentations, and trainings. Conducts quality assurance and quality improvement activities to ensure optimal Epidemiology Program performance as outlined by the Florida Department of Health BOE Core Epidemiology Measures. Tracks performance metrics and send out routine reports on a monthly basis. Mentors entry-level/mid-level epidemiologists and fellows/associates with learning fundamental components of epidemiological investigations, data analysis, surveillance and data dissemination. Assists with creating written reports with epidemiological information gathered from surveillance and investigation activities and from secondary and tertiary data sources. Provides community presentations of public health issues of concern to bring awareness and share prevention messaging to prevent cases and outbreaks of diseases of public health concern.

Performs other duties as required including but not limited to: (1) providing coverage for TB, Refugee Health, and Employee Health Programs and attending those program meetings and events as assigned by the Epidemiology Program Manager, and (2) working beyond normal work hours or days in the event of an emergency, natural disaster, outbreak response, or terrorist event.

Participates in rotational on-call activities including utilization of radio/telephone contacting systems with the CHD and medical community and must respond within 15 minutes of initiation of call.

The employee will report to work in Sanford, FL. Remote work will not be considered.

    Minimum Qualifications:

  • Master’s degree in public health, epidemiology, or related field.

  • At least 2 years of experience in epidemiology.

  • At least 1 year of verifiable experience as a supervisor or manager.

  • Willing to work before, during and/or beyond normal work hours or days in the event of an emergency.

    Preferred Qualifications:
  • Experience in epidemiological reportable disease case investigations and monitored surveillance systems at a state, tribal, local or territorial health department.

  • Experience in infection prevention and control activities or an equivalent combination of education, training, or certification.

  • Experience conducting statistical analysis.

  • Experience in scientific report writing and providing presentations.

  • Experience in public health preparedness activities.
