BRIDGE Housing Corporation Director of Compliance in San Francisco, California

Job purpose

The Director of Compliance is responsible for maintaining BRIDGE’s high standards of compliance, and for implementing BRIDGE’s strategies within the Compliance department. The Senior Director reports to the SVP Asset Management and will strategically manage compliance of all properties.

The Compliance and Asset Management teams work closely together to proactively monitor the health of the stabilized asset portfolio through risk management, compliance oversight, use of key indicators, and long-term planning. The teams collaborate to develop and implement tactical and effective plans to increase the efficiency and productivity of the stabilized portfolio, as well as to further the mission, objectives, and priorities of BRIDGE Housing Corporation.

The Compliance team also works closely with the Development department to inform and establish strategic planning, oversight and collaboration on pipeline and acquisition properties as they transition into operations, balancing both short- and long-term implications of operational decisions against performance goals and mission.

Duties and responsibilities

  • Manage third party compliance provider ensuring BRIDGE’s portfolio meets all compliance requirements in the states (CA, OR, WA) and cities that it operates in.

  • Identify and communicate improved systems and efficiencies for oversight of compliance in the BRIDGE portfolio, which could include the roll-out of new operational initiatives

  • Supervise the Compliance Department, which is responsible for tenant file compliance, qualification at move in and annual recertifications, and waiting list set up and administration

  • Be a resource for the lease up compliance team, which manages the compliance set up, management and marketing plan development, and unit qualification, manages MOU set up and coordination for properties with PSH units, including collaboration framework set up with Service Provider, PSH oversight agency, and Property and Asset Management

  • Coordinate tenant compliance reporting, such as HCD SRI reports, Spectrum (TCAC) reporting, and state bond reporting

  • Collaborate with Asset Management and Property Management teams to maximize rents and occupancy, and troubleshoot struggling assets.

  • Consult with the Development and New Business teams to inform regulatory overlay (i.e. various program restrictions and how they work together in relation to rent/income/population restrictions), property programming, and other best practices during development phase

  • Participate in industry working groups (i.e. TCAC & HCD AHMA working groups, NPH) and associations to represent BRIDGE Housing and maintain awareness of trends and information with may impact operations

  • Forge and maintain strong relationships with external stakeholders and partners (local agencies, housing authorities and co-owners)

  • Work with IT and Data teams to fully utilize Yardi software and develop other reporting functions, with consideration of impact and benefit to Compliance, Property Management and Asset Management Teams

  • Remain abreast of legislation, regulations, and changes in affordable housing operational manuals, and implement appropriate changes to procedures/policies

  • Develop and implement policies, procedures, training, and monitoring systems for affordable housing compliance and regulatory compliance

  • Act as a resource to all staff on compliance and reporting matters

  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.

  • Mentor and develop staff using a supportive and collaborative approach: assign accountabilities; set objectives; establish priorities; and monitor and evaluate results.

    Requirements

  • Minimum of seven years of progressive experience in asset management, property management or affordable housing development

  • Working knowledge of affordable housing programs, including LIHTC (Section 42), HUD (Section 8, PRAC), HOME, Bonds

  • Expert knowledge in Yardi, Yardi Affordable Software Suite, Rent Cafe

  • Bachelor’s degree in a relevant field of study

  • Ability to read and interpret legal documents and financial spreadsheets

  • Skilled in operations, financial analysis and reporting

  • Excellent analytical, administrative and organizational skills

  • Excellent communication skills

  • Experience working collaboratively across divisions

  • Previous management or supervisorial experience

    Preferred qualifications

  • Relevant Certifications (eg. COS, CPO, NCP, HCCP)

  • Working knowledge of local housing programs, such as California HCD Programs (RHCP, MHP, CHRP), CalHFA, MOHCD
