Northrop Grumman Space Components Business Unit is seeking a Supply Chain Procurement Specialist or a Principal Supply Chain Procurement Specialist to join our team. This position can be located in San Diego, CA; Commerce, CA; Oxnard, CA; Goleta, CA or Beltsville, MD.

Responsibilities:

  • Develops RFQ utilizing specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

  • Prepares bid packages, analyzes and evaluates proposals, negotiates PO provisions, administers resulting PO and ensure on time delivery.

  • Manages performance of Purchase Orders and assigned suppliers, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, planning, operations, program and end-users.

  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through proactive supplier management

  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

Basic Qualifications:

  • Bachelor's degree from an accredited 4 year university in Supply Chain Management, Business, Finance or related field preferred and 3+ years' experience in Purchasing, Subcontracts, or Contracts; 1 year with a Master's for a level 2; in lieu of degree, 7 years of experience may be considered

  • Bachelor's degree from an accredited 4 year university in Supply Chain Management, Business, Finance or related field preferred and 6+ years' experience in Purchasing, Subcontracts, or Contracts; 4 years with a Master's for a level 3; in lieu of degree, 10 years of experience may be considered

  • Ability to travel up to 10% of the time

  • Strong verbal and written communication skills

  • Demonstrated leadership, critical thinking and innovation behaviors in past projects, roles or experience.

  • Strong time management and organizational skills; ability to keep multiple priorities moving forward

  • Experience in a MRP system, SAP, CostPoint, Oracle

Preferred Qualifications:

  • Experience with large dollar, complex purchases including subcontracts and long term agreements

  • Experience procuring in an NPI / concurrent engineering environment

  • Experience in machining, forgings, extrusions, electrical or raw material commodities.

  • Leads negotiations with suppliers

  • Ability to read technical drawings and documents

  • Knowledge of government contracting requirements and regulations (e.g. FAR, DFARS, ITAR, etc.)

  • Master's Degree in Business or Supply Chain

Salary Range: $65,600 - $98,400

Salary Range 2: $80,600 - $121,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
