State of Utah - Jobs Data Program Specialist in SALT LAKE CITY, Utah

Job Description: * The Office of Homeless Services (OHS) within the Department of Workforce Services is seeking two *Data Program Specialists to support the Utah Homeless Management Information System (UHMIS),funding reporting processes,and the data efforts of Local Homeless Councils (LHCs). UHMIS is a statewide web-based database that is used to track services provided to Utahns experiencing homelessness at non-profits and governmental agencies across the state through a contract with a local software vendor. Principal Duties: The Data Program Specialists are responsible for:

  • Managing and updating UHMIS monitoring procedures.
  • Conducting monitoring,audits and reviews of policies related to UHMIS and data entered by contributing organizations to ensure data quality and compliance with applicable policies,regulations,and standards.
  • Assisting OHS Data Manager in reviewing monitoring conducted by other staff to ensure consistency.
  • Working with the UHMIS security officer in the development and implementation of standards and initiatives for data collection and quality.
  • Participating as a member of the UHMIS Steering Committee.
  • Assisting in ensuring compliance of UHMIS with federal HMIS data standards and system modification to meet local needs.
  • Providing support and technical assistance to organizations throughout the state;
  • Acting as the primary data specialist for reporting and data management for various funding sources such as Emergency Solutions Grant (ESG),Temporary Assistance for Needy Families (TANF),Deeply Affordable Housing Fund (DAHF),and Attainable Housing Grants (AHG).
  • Helping define and measure progress toward performance measures in OHS contracts.
  • Review performance with contract owners on a quarterly and annual basis;
  • Planning and provide technical assistance to state grantees in conjunction with contract owners.
  • Support the creation and submission of the annual Housing Inventory Count (HIC) and Longitudinal Systems Analysis (LSA) report and System Performance Measures (SPM),including the preparation and presentation of federal,state,and local reporting on the results of the report.
  • Become an expert on the use of STELLA and LSA data and assist Continua of Care and Local Homeless Councils in using these tools to inform system planning and evaluation.
  • Participate in the creation of the OHS annual report on homelessness.
  • Communicating verbally and in written form with organizations executive leadership and program staff about homelessness data.
  • Participating in meetings with software vendor on behalf of UHMIS.
  • Supporting the implementation of the state strategic plan on homelessness.
  • Supporting and presenting to the Utah Homeless Services Board,Continua of Care,and Local Homeless Councils as requested.
  • Applying federal regulations,funding source requirements,and reporting requirements.

Ideal Candidate  The ideal candidate for this position is someone who has:

  • Professional experience and working knowledge of homelessness services,homelessness data,and state homelessness strategies.
  • At least one year of practical experience utilizing UHMIS; OR one year of practical experience utilizing Eccovia Solutions ClientTrack HMIS software in another HMIS implementation or DV comparable database; OR two years of practical experience in another HMIS or DV comparable database software.
  • At least one year of experience with reporting on ESG,TANF,or government affordable housing grants.
  • Intermediate to advanced skills with data review and analysis.
  • Intermediate to advanced skills in data quality and policy monitoring.
  • Lived experience with homelessness.
  • Demonstrated talent and ability to learn new technologies and implement them successfully.
  • Experience writing correspondenc ,reports,documents and/or other written materials.
  • Excellent communication skills; including the ability to convey complex and technical information clearly to non-technical audiences.
  • Self-motivation with the ability to prioritize,pay attention to details,meet deadlines and manage changing priorities.
