Department of State - Agency Wide Human Resources Specialist in Rosslyn, Virginia

Summary This position is located in the Human Resources Management division, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/HRM). As an HR Specialist, you will provide program management support for DS in the areas of telework, worker’s compensation, awards, leave restoration and Personal Services Contract (PSC) program. Responsibilities Serves as the principal point of contact and manages the DS's Telework, Workers Compensation, Leave Restoration, and Awards Programs. Interprets federal legislation and regulations as well as departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities. Researches and resolves a wide range of issues related to the Telework, Workers Compensation, Leave Restoration, and Awards programs (e.g., use and abuse of leave, eligibility for the programs, remote work agreements, etc.). Participates in the recruitment of PSCs and provides advice and guidance to candidates, employees, and managers on the PSC recruitment process. Provides additional support and manages special projects as needed. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience researching, interpreting, and applying appropriate Federal laws, regulations, policies, and guidelines in at least two human resources functional areas (e.g., awards, leave, telework, workers compensation, and/or personal services contractor program); -Experience evaluating the efficiency of HR programs, identifying problems, and recommending solutions for improvement; -Experience advising managers and employees on HR program policies and procedures; AND -Experience developing comprehensive reports, briefings, and analyses pertaining to program goal achievement, progress tracking and evaluation. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
