The purpose of this position is to administer programs and efforts to increase economic opportunity for small businesses and construction workers, especially from socially and economically disadvantaged communities, through program administration, project management, and subject matter expertise. This position helps the Metro District translate its commitment to equity into contracting and workforce results that reflect the communities in which we live and work.

The duties of this position includes, but is not limited to:

  • Coordinating program activities with personnel both internal and external to MnDOT.

  • Project management of small construction and maintenance projects.

  • Advising on program reporting functions and tools; conducts program assessments.

  • Acting as liaison with staff from other agencies, counties, and cities, community-based nonprofits, other state DOTs, and other local partners to identify, design, and execute best practices in the fields of inclusive workforce and contracting strategies.

  • Conducting lead work and providing oversight to special teams, contractors, program staff, and/or other agency personnel as required, and working to diffuse knowledge to MnDOT staff, contractors, and other stakeholders through training, guidelines documentation, website, community presentations, reports, and other education activities and tools.

  • Developing collaborative relationships with the private sector, community organizations, and other entities.

The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This position is located at Waters Edge in Roseville. The incumbent will have the flexibility to work in the office or a hybrid schedule. The incumbent will be required to report onsite at least once/month but may be required to work onsite more depending on business needs. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.

Minimum Qualifications

Two years of advanced professional (state employees: MAPE 10L or above) experience demonstrating:

• Program and/or project management experience.

• Experience reviewing and administering contracts.

• Experience developing and delivering training, presentations, or outreach to diverse audiences, including small businesses, community organizations, or industry stakeholders.

Note: A bachelor’s degree in Public Administration, Project Management, Construction Management, Planning, or a closely related field may substitute for 6 months of experience.

Preferred Qualifications

  • Degree or certification in Project Management, Planning, Public Administration, Construction Management, or closely related field.

  • Familiarity with MnDOT public procurement and equitable contract delivery methods.

  • Experience working with Negotiated Maintenance and Construction Contracting.

  • Program or project management experience related to highway-heavy maintenance and/or construction.

  • Experience in data analysis sufficient to develop, manage, and monitor program/project performance.

  • Experience in stakeholder management to include government agencies, small businesses, nonprofit organizations, or community partners.
