Job Summary

This position exists to provide human health risk assessment and toxicology support to MPCA programs. The position’s main role is to serve as an expert in understanding the types of human health problems that may be caused by pollutants in the environment – including pollutant toxicity, routes of exposure and exposure parameters, and population susceptibility – and to develop and advise on the use of values that set a safe level for pollutants.

The position primarily supports work in remediation (superfund), storm water and water quality standards programs. Primary responsibilities of this position are: 1) develop and maintain guidance and analytical tools to assess and address impacts to human health from pollution; 2) evaluate site-specific work plans, risk assessments, response actions and other risk assessment related documents; 3) assist with the development of human health water quality standards; 4) provide technical support on risk based decision making and application of risk assessment principles; and 5) collaborate with MPCA staff as well as state and federal agencies to improve consistency and the methodologies used to assess human health risks.

Minimum Qualifications

Master’s degree in environmental or public health, toxicology, or natural sciences

OR

A Bachelor’s degree in environmental or public health, toxicology, or natural sciences and at least three (3) years of professional experience in the analysis of environmental data, fate and transport of environmental contaminants, applications of risk assessment principles, and toxicology.

Ability to recognize and understand the potential impacts of toxic pollutants on the environment and human health and to recognize and evaluate factors that make a pollutant toxic.

Must have strong project management and communication skills and the ability to communicate technical information effectively to a variety of audiences with varying technical knowledge.

Preferred Qualifications

Working knowledge of the Agency’s remediation programs.

Understanding of federal and state laws related to remediation.

Understanding of the Clean Water Act and federal and state laws governing water quality standards.

Demonstrated ability to:

Manage priorities through balance of long-and-short term goals and objectives and appropriate follow through on priorities.

Guide others through problem-solving and conflict resolution.

Evaluate, define, negotiate, and manage outcomes.

Collaborate effectively to establish and maintain effective working relationships between many levels within and outside the agency, and in that context, plan/implement/and coordinate regulatory projects across organizational units.

Resolve controversial, sensitive, and complex issues.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
