The Opportunity

USAID’s INTEGRATE project will contribute to sustaining the gains in the HIV response and enable pandemic preparedness and resilience in the face of other health threats by integrating current HIV systems for prevention, care, and treatment services into existing country health systems and primary health care platforms, in alignment with country priorities.  

As the Finance and Operations Director, you will support the project’s leadership team and oversee financial and contractual operations for the entire global program. Reporting to the Project Director, you will have primary responsibility for: financial and administrative management of the project, including tracking all subawards and subcontracts issued under buy-ins; serving as the financial management and compliance lead, in coordination with Abt’s home office Contracts & Procurement Department and the Finance Organization. You will establish the systems and procedures required to ensure compliance with USAID regulations, Abt policies and in-country labor laws. Approximately 15% - 20% of travel time internationally is estimated. 

This position is contingent upon project award to Abt Global.

Core Responsibilities

  • Oversee the INTEGRATE project’s financial and contract management in compliance with USAID and PEPFAR guidelines, at the global, regional (if applicable) and country levels, ensuring the quality and timeliness of all related tasks across the project.

  • Provides leadership for the timely and successful startup and close out of project operations at regional and country levels throughout life of project. 

  • Prepares and submits high quality financial and other compliance reports to USAID and other partners as required. 

  • Leads project budget development and expenditure monitoring, proactively identifying pipeline, burn rate and other project financial risks and proposes mitigation strategies in advance. 

  • Oversees the tracking of partner subaward budget execution, financial reporting and compliance with all applicable rules and regulations, deploying financial and operations support to subaward partners in alignment with needs.

  • Ensure compliance with all applicable rules and regulations in relationship to INTEGRATES’ procurement process. 

  • Ensures regional/country offices’ implementation of the financial management policies, following all associated Abt and USAID procurement procedures and processes; oversees contracts administration, compliance, and implementation procedures, and ensures compliance with USAID procurement and local country laws. 

  • Maintains and oversees the overall project contracts tracking system to ensure the timely and correct execution of all contract and procurement data tracking. 

  • Provides ongoing support to the country program team leads to ensure agreement execution in a timely manner. 

  • Provides leadership and mentorship to a diverse and geographically spread finance and operations team.

  • Provide strong capacity building approaches, systems and monitoring and evaluation of local partners to ensure compliance with donor funding.

  • Advances Abt’s values, including diversity, equity and inclusion.

  • Ensure a successful and compliant close-out of contract activities. 

  • Other duties as assigned. 

What We Value

  • Bachelor's Degree (minimum) Master's Degree (desirable) in accounting, business administration, finance or other relevant field. (Certified Public Account – desirable)

  • 12+ years of professional experience managing financial and contractual aspects of large international development projects, preferably USAID-funded projects and strongly prefer global projects. 

  • Expertise in USAID rules and procedures required; familiarity with US Government Cost Accounting Standards strongly preferred. 

  • Minimum of 5 years of experience implementing PEPFAR-funded programming and demonstrated knowledge of PEPFAR financial, operational and reporting requirements.

  • Significant experience managing and supervising financial, administrative and procurement personnel. 

  • Significant experience building =organizational capacity of local organizations.

  • Ability to learn and adapt quickly and work independently. 

  • Ability to handle multiple tasks efficiently. 

  • Excellent writing, analytical and organizational skills. 

  • Working knowledge of a second language (e.g., French; Spanish) is preferred.

This position offers an anticipated annual base salary range of approximately $120,888.08 to $193,420.92 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
