General Description

This is a professional engineering position in the Department of Environmental Services, Bureau of Water. Employees of this class are responsible for coordinating activities and supervising technical staff associated with the design and construction phases of complex municipal water design projects. Employees of this class work independently, with review from senior level engineers or administrators. This class differs from that of Engineer in the Bureau of Engineering because of its emphasis on water systems, and not street system design or construction. Related work is performed as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Prepares project designs, proposals, and specifications and evaluates contractor's and consultant's designs and proposals for all phases of municipal water system design, such as improvement projects for water main extensions, and reservoir and dam improvements;

  • Analyzes existing data about the project site, identifying factors that will affect construction design and scheduling;

  • Prepares progress reports regarding the status of projects under construction to document work progress and contractor's compliance to specifications and timetables;

  • Supervises and coordinates the bid process, evaluating bids, contracts, and supporting documentation to determine compliance with project specifications;

  • Reviews project designs and specifications with design staff and contractors before construction begins, in order to identify possible problems with designs, quantities, or timetables;

  • Schedules and coordinates the work performed by contractors, subcontractors, utilities, other governmental agencies, and other City divisions in order to assure that work progresses in a timely and cost efficient manner;

  • Anticipates and plans for temporary connection or loss of various utilities to customers as construction progresses;

  • Supervises and conducts physical inspections and tests of construction and materials;

  • Supervises the inspection staff and monitors work performed by an inspection staff employed by consultant, reviewing their qualifications and experience, and assuring all inspectors are properly monitoring compliance to the contract;

  • Recommends approval or disapproval of contractor's payments and requests for time extensions;

  • Enforces safety regulations at construction site, and City and Bureau safety policy for subordinates.

Minimum Qualifications

High school diploma or G.E.D., PLUS either 1 or 2:

  • Bachelor's degree in Civil Engineering; AND two (2) years of professional civil engineering experience, one (1) year of which must be in the design or execution of water system construction, in areas such as mains or conduits, reservoirs or dams, metering, backflow prevention, or control systems. OR

  • Bachelor's degree in Mechanical, Chemical, or Sanitary Engineering or closely related field; AND four (4) years of professional civil engineering experience, one (1) year of which must be in the design or execution of water system construction, in areas such as mains or conduits, reservoirs or dams, metering, backflow prevention, or control systems.

NOTE: A Master's degree in Civil Engineering may be substituted for one (1) year of civil engineering experience.

SPECIAL REQUIREMENT:

Possession of a valid N.Y.S. Class D Operator's license at time of appointment. This license must be maintained throughout employment in this position.
