Nature of Work

The Prosecution Assistant (Victim/Witness Coordinator) is responsible for providing the services set forth in the City's Victim/Witness Program, including but not limited to assisting crime victims and trial attorneys with the legal process, coordinating with partner agencies, and assuring compliance with relevant state statutes. The position also provides general legal and administrative support that may include performing data entry, scheduling and coordination, system administration, and criminal file maintenance.

This position is funded through grant monies and continued employment is contingent upon the renewal of this grant funding. At this time, grant funds for this position have been awarded through September 30, 2025. The grant has been continuously funded since October 2016. Continued renewal of the grant for is anticipated and likely, but not guaranteed.

2024 starting salary is $28.27 per hour with advancement to $35.51 per hour.

DUTIES AND RESPONSIBILITIES

  • Assist with the coordination of the City's Victim/Witness Program, which includes, but is not limited to, the following duties:

  • Monitor and maintain office compliance with Minn. Stat. 611A, related to crime victim rights, programs, and agencies.

  • Assist with reporting obligations for the existing Office of Justice Program Prosecution Assistant grant, including any/all reporting and compliance obligations. This includes proper documentation of victim case statistics and contacts relevant to quarterly reporting and assisting with employee training related to victim cases.

  • Assure compliance with victim notification and confidentiality as required by Minn. Stat. 611A.035.

  • Coordinate with partner agencies involved in direct victim crime response including, but not limited to: law enforcement agencies, the Olmsted County Justice Council's subcommittee on domestic violence system response review, Dodge-Olmsted Community Corrections, Victim Services, the Women's Shelter and Resource Center, and the Crime Victim's Reparations Board (as established by Minn. Stat. 611A.51.).

  • Have relevant and updated working understanding of dynamics related to domestic violence, substance use disorder, behavioral mental health (trauma, competency evaluation, civil commitment proceedings, etc.).

  • Develop and maintain working knowledge of community resources locally and within the State of Minnesota to assist crime victims.

  • Receive and maintain all police reports for matters handled by the City Attorney's Office in which a victim can be identified.

  • Initiate contact with crime victims to explain criminal justice procedure and process, coordinate court attendance, receive input on potential case resolution, and connecting crime victims to applicable resources.

  • Assist victims with preparing and submitting/filing restitution affidavits and victim impact statements.

  • Assist trial attorneys by attending victim-related hearings such as in-custody arraignment hearings, pre-trial conferences, trials, and sentencing.

  • Acting as liaison between the prosecuting attorney and victims.

  • Keep accurate, detailed, and concise documentation of victim interactions.

MINIMUM QUALIFICATIONS

Education and Experience

An Associate's degree in human services, social work, paralegal or legal assistant program; and two (2) years of experience working with individuals from diverse communities and in particular, individuals from historically disadvantaged communities.

Desirable Qualifications

Bachelor's degree in a human services or legal field and two (2) years of full-time experience

Experience working with data practices matters under the Minnesota Data Practices Act.
