FORT BEND COUNTY MUNICIPAL Temporary Housing Program Specialist in Richmond, Texas

FORT BEND COUNTY DEPARTMENT: COMMUNITY DEVELOPMENT JOB TITLE: TEMPORARY HOUSING PROGRAM SPECIALIST Fort Bend County, one of the most ethnically diverse counties in the United States, is located just thirty-five minutes from downtown Houston. JOB SUMMARY: We are seeking a dynamic and experienced Housing Program Specialist to administer and oversee our federally funded housing programs. This pivotal role involves strategic planning, program development, and ensuring compliance with federal regulations to enhance the quality of housing within the county. This is a Temporary position; the duration is up to 90 days and it does not include benefits. DUTIES and RESPONSIBILITIES: Program Management: Lead and manage the Countys grant-funded housing programs to ensure efficient and effective delivery of services. Specifications Development: Develop comprehensive rehabilitation specifications that adhere to current building codes and industry standards. Reporting and Monitoring: Prepare detailed reports for HUD program compliance, including housing rehabilitation reports, job progress updates, homeowner lists, and environmental reviews. Budget Oversight: Assist in the preparation of the annual budget and track and monitor budget expenditures. Emergency Management: Actively participate in emergency management activities during local states of disaster as directed by county officials. Policy Creation: Develop and implement program policies, procedures, guidelines, and scopes of work to ensure clarity and consistency in program delivery. Collaboration: Work closely with HUD and the Texas General Land Office (GLO) on housing projects, fostering strong relationships to support program objectives. REQUIREMENTS: Bachelors Degree in Urban Planning, Construction Management, Architecture, or a related field. Minimum of 10 years of relevant experience in single-family and multi-family residential programs. Proficiency in MS Office Suite, HUD IDIS, GLO TIGR and other relevant software tools. Exceptional verbal and written communication skills, with a strong ability to engage effectively with the public, stakeholders, and team members. Strong organizational abilities with a proven track record of completing projects on time and within scope. In-depth understanding of local building codes, ordinances, HUD regulations, and industry standards.

SALARY RANGE: Commensurate with experience
