Pacific Northwest National Laboratory Technical Surveillance Countermeasures (TSCM) Professional in Richland, Washington

Overview

Provides technical expertise and support associated with the development and operation of one or more of PNNL's individual Safeguards and Security (SAS) programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others. Support levels provide technical and administrative direction, processing activities, and support to the Laboratory in a variety of SAS programs (topical areas) in accordance with DOE, other client, and PNNL policies and procedures. Roles in the professional hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

Responsibilities

  • Responsible for assisting the Technical Surveillance Countermeasures (TSCM) Lead in the development, implementation, and management of the TSCM Team, to include strategic planning, risk management and oversight of program implementations.

  • Responsible for assisting the TSCM Lead in managing, maintaining, and administering the TSCM Team, to include associated budgets, coordinating with all levels of staff and management.

  • Responsible for compliance with internal requirements, DOE requirements, and other federal laws and regulations to provide high levels of compliance and performance, including stop work notices, when circumstances warrant.

  • Is accountable to the SAS Information Security Manager and coordinates/interacts closely with other SAS groups to execute effective, compliant assignments/programs in accordance with internal and external client expectations.

  • As mission demands, will be responsible for supporting laboratory research projects leveraging technical expertise to support delivery of project outcomes within the scope of incumbent’s technical field.

  • Assigned the development and implementation of a compliant program, program support, and other Information Security activities as assigned. Assigned as a Subject Matter Expert (SME).

  • Establishes and maintains liaison relationships by networking with PNNL management and staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals. Often serves as consultant to management.

  • Works independently, has growing responsibility, no oversight required. Translates strategy into specific goals and objectives. Works on unusually complex technical problems and provides solutions which are highly innovative.

  • Conducts mentoring and training activities for technical staff. Fosters collaboration and grows the skills of others.

  • Conducts TSCM threat and awareness briefings with all levels of management, prepares and delivers detailed and informative reports on physical/technical security activities.

  • Conducts laboratory analyses and/or evaluation of electronic equipment and furnishings, provides pre-construction advice and assistance on sensitive/classified facilities/projects/issues and coordinates projects associated with security enhancements or downgrades as well as new facility construction requirements.

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-

  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • Able to manage projects involving diverse tasks, teams, and organizations. Exercises sound judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

  • Radio Frequency (RF) background preferred including, but not limited to, fabrication, maintenance, design, calibration, and repair.

  • Graduate of the Federal Interagency Training Center (ITC) TSCM Fundamentals Course.

  • Maintains an active DOE TSCM Technician Certification.

Hazardous Working Conditions/Environment

  • Be capable of performing all activities including working in small, enclosed locations; climbing and working at heights; lifting and carrying loads of at least 50 lbs.; distinguishing between colors; maintaining vision (corrected or uncorrected) of at least 20/40; and hearing (corrected or uncorrected) over the audio frequency range with any loss not to exceed an average of 30 dB, with the loss at any one frequency not greater than 40 dB.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
