GENERAL SUMMARY

This position is responsible for developing and overseeing the creation of the agency budgets, associated processes, and budget team. Responsible for delivering the annual budget and regular updates through partnering, business acumen, and strong focus on process execution. Prepare performance and outlook presentations to the Executive Board, Board of Directors, Participant Review Boards, and the Bonneville Power Administration.

Provide additional analysis, forecasting, and support of new and growing revenue streams. Develop routine reporting requirements, evaluate and identify key trends and insights, define managerial accounting policy, implement accounting policy as defined by FASB/GASB and the Accounting Manager.

This position will partner to support and implement finance process and system improvement projects in alignment with the finance organization’s Excellence Plan. Responsible for related processes and implementation of these process with the goal of delivering continuous improvements.

PRINIPAL ACCOUNTABILITIES

Budget and Forecast Development

  • Lead the annual budget planning process in collaboration with department heads and executive leadership.

  • Develop detailed budgets, ensuring alignment with organizational goals, objectives, and strategic initiatives.

  • Provide guidance and support to department managers in preparing their budgets, including revenue forecasts, expense projections, and capital expenditure plans.

Financial Planning and Analysis

  • Monitor budget performance and variance analysis on a regular basis, identifying areas of concern and opportunities for improvement.

  • Prepare comprehensive financial reports and presentations for senior management, board of directors, and external stakeholders.

  • Conduct financial analysis to support decision-making processes, including cost-benefit analysis, profitability assessments, and financial modeling.

  • Identify and implement cost reduction strategies to ensure adequate funding for ongoing operations and capital projects.

  • Analyze spending trends and identify potential risks or opportunities for optimization.

  • Develop and implement pricing and revenue strategies to forecast, grow, and monitor new and existing revenue streams.

Compliance and Risk Management

  • Ensure compliance with financial regulations, accounting standards, and internal policies and procedures in partnership with the Accounting Manager

  • Identify and mitigate financial risks through effective risk management practices and internal controls.

  • Collaborate with internal audit and external auditors to facilitate audits and ensure adherence to audit requirements.

Process Governance and Continuous Improvement

  • Identify opportunities for process improvements and efficiency enhancements in budgeting, financial reporting, and financial management processes.

  • Implement best practices and tools to streamline budgeting processes, enhance data accuracy, and improve decision-making capabilities.

  • Lead or participate in cross-functional initiatives to drive organizational excellence and achieve strategic objectives.

Management and Organizational Development

  • Coach and development direct reports on a regular basis to maintain and improvement performance.

  • Ability to build and sustain a positive, proactive team-led culture.

  • Provide regular oversite and feedback on process execution.

  • Continuously evaluate team capabilities and identify areas for training or development to grow team’s capabilities.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.

  • Understanding and ability to adhere to GAAP.

  • 10+ years proven experience in budgeting, planning, and financial analysis for mid-to-large company or component of a large-to-enterprise company.

  • Strong analytical skills with the ability to interpret financial data, identify trends, and make strategic recommendations.

  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization.

  • Demonstrated leadership capabilities with a track record of driving results and implementing process improvements.

  • Proficiency in financial modeling, forecasting tools, excel, and ERP systems.

  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.

  • Proven success in coaching and managing individuals as well as building a strong, positive team culture.

  • Commitment to integrity, professionalism, and ethical conduct in all aspects of financial management.

Pay Range

$143,226.00 - $214,838.00 Annual

Midpoint:

$179,032.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
