Pacific Northwest National Laboratory Controller & Director of Financial Operations in Richland, Washington

Overview

We are looking for a dynamic leader to serve as the Controller & Director of Financial Operations for the Pacific Northwest National Laboratory (PNNL) in the Business Services Directorate (BSD). BSD delivers essential financial, contractual, and project management capabilities to PNNL that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy. PNNL takes on some of the world’s toughest research challenges and biggest scientific questions in chemistry, earth sciences, biology, and data science. We do difficult, demanding, and exciting fundamental research to discover new knowledge and apply it to innovations in technology for our energy future and national security. The Controller, who is responsible for general accounting and key business services, leads efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

Responsibilities

  • Develops and implements strategies and best practices to support the financial integrity of PNNL ensuring proper recording of financial transactions, controls, audits, billings, and payables, and addressing fraud and other risks.

  • Prepares and submits the Disclosure Statement and oversees accounting changes and change management.

  • Maintains compliance with laws, regulations, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), Federal Travel Regulations (FTR), U.S. Department of Energy (DOE) contractual requirements, DOE orders, policies, and directives, and PNNL policies and procedures.

  • Oversees and manages internal and external audit activity related to finance and accounting, the Incurred Cost Submission, Disclosure Statement, tax returns, and other reporting requirements to DOE and the federal government.

  • Builds and engages network of accounting activities at other DOE labs and/or leveraging professional network to identify best practices.

  • Serves as business owner of core accounting system, feeder systems, and customer facing systems, including travel and time-billing.

  • Functional responsibility for General Accounting, Payroll, Accounts Payable, Accounts Receivables, Treasury Services, Travel Services, and Government Accounting.

  • Advises the CFO/ALD and senior and executive management on matters related to financial operations, accounting compliance, and business services including payroll and travel management.

  • Member of directorate leadership team providing insight and recommendations on both opportunities and challenges for all business services at the laboratory.

  • The Controller and Director of the Financial Operations Division reports to the PNNL Chief Financial Officer (CFO)/Associate Lab Director (ALD) of Business Services and leads the financial operations of the laboratory.

Qualifications

Minimum Qualifications:

  • BS/BA and 15 years work experience -OR-

  • MS/MA or higher and 13 years of experience

Preferred Qualifications:

  • Experience in providing effective and efficient accounting operations in multiple functions in Financial Operations, such as Accounts Payable, Accounts Receivable, Payroll, General Ledger, Cost Accounting, Property Accounting, and Travel.

  • Broad knowledge of financial management internal controls for federal contractors and OMB Circular A-123 Financial Management Assessment (FMA) evaluation and testing.

  • Strong leadership and management skills and experience delivering consistent, high-quality services in a fast-paced and demanding environment.

  • Demonstrated experience building, leading, and delivering effective team and individual performance. Experience recruiting, developing, and coaching managers and staff with the skills, knowledge, and abilities to perform in a high-performance organization.

  • Broad knowledge of Governmental Accounting, CAS, GAAP, and other applicable financial policies and practices.

  • Experience in developing and managing large institutional accounting/financial systems to meet organization needs, enhance customer support, and reduce costs.

  • Strong interpersonal skills and a proven record of success in building and maintaining effective relationships with a diverse set of customers, senior management, stakeholders, regulatory entities, third-party providers, peers, and subordinates.

  • Excellent oral and written communications with the ability to influence and provide counsel to Lab executive leaders and stakeholders to accomplish business objectives and contractual obligations.

  • Demonstrated record of outstanding customer service and continuous improvement through the use of best practices, process and system improvements, and effective change management.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
