Army National Guard Units TRAINING ADMINISTRATOR (TITLE 32) in Raleigh, North Carolina

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING ADMINISTRATOR (TITLE 32), Position Description Number D0924000 and is part of the NC G3, National Guard (G3-Training Division / MD 1421-112). Responsibilities As a Training Administrator, GS-1712-11, you will plan and administer the training program for the State ARNG; direct the activities of the Training Branch; determine specific training objectives; develop short range, long range training plans to meet federal missions, support state security, emergency missions; develop training policies, directives/SOP applicable to the state ARNG; develop CTG/ YTG based on The Adjutant General and WARTRACE requirements; schedule YTB in coordination with TAG, LCC, Continental United States Army/active component WARTRACE headquarters; review, evaluate, approve/authenticate training plans, programs/directives of subordinate units, provides overall direction; identify shortfalls, conflicts, opportunities in training plans/ schedules; provide guidance/ assistance to subordinate commanders/training personnel in correcting deficiencies; analyze/interprets training policies, procedures/programs from Army staff to battalion levels for commanders, staff, and training personnel; direct, coordinate/resolve conflicts with subordinate, lateral, active component units for the preparation of site, date, plans, schedules for AT and IDT periods as a result of the formal state plan; submit state plans to National Guard Bureau (NGB) on an annual basis to confirm resources using applicable computer programs; identify resources required to execute proposed state training plan, prioritizes training, recommends to the Adjutant General approval or disapproval of unresourced training, recommend alternative resourcing; prepare the state schools plan to determine who must attend which schools, when they must attend to ensure unit readiness goals are met; manage/provide information to the Distributed Learning position concerning Army Distributive Learning systems including development, use of DTTP Classrooms, other distance learning programs; provide management advisory services to senior guard leaders concerning the training program; represent the TAG and LCC in CONUSA, NGB, major command conferences, meetings committing state forces to required missions as regards military training; ensure training facilities, aids, areas for training activities are available as required; serve as the State Test Control Officer for the Individual Training Evaluation Program (ITEP); supervise the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, the capabilities of the individual employees Requirements Conditions of Employment Qualifications MILITARY GRADES: Officer (1LT to MAJ) GENERAL EXPERIENCE: Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability. SPECIALIZED EXPERIENCE: (Must have 12 months) of experience equivalent to at least GS-11; and, at least three full academic years of progressively higher level college program completed course accomplishments. Experienced in particular knowledge, skills, abilities to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular competencies (Skills, Knowledge, Abilities and Behaviors) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in conducting, supervising, and/or developing education and training programs. Experienced in managing programs to include, but not limited to developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Experienced in maintains attendance records and requisitions supplies. Education Army National Guard Officers: For Army National Guard Second and First Lieutenants, must be actively pursuing an under-graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
