The Business Area Manager (BAM) serves as a liaison between program management, contracts, finance, and GA-ASI leadership on various contract and business issues.
The primary function of the Project Manager – BAM, is oversight and management of the GA-ASI proposal process as is applies to the Advanced Programs Office P&L. The BAM ensures that proposals are prepared in a consistent, compliant, and timely manner. Additionally, this position is responsible for monitoring, managing, and coordinating cross-functional project(s) by sharing information and resolving problems to meet objectives. This role is expected to create plans, schedules, and budgets to ensure project(s) are completed on time and within budget.
DUTIES AND RESPONSIBILITIES:
Provide Direct Work Authorization (DWA) leadership for program(s).
Provide Work Authorization Manager (WAM) development oversight
Manage program resources to ensure WAM launch meets expectations for cost, schedule, and performance
Provide WAM leadership by continually reviewing status of project(s) and budgets to ensure project(s) are completed on time and within budget
Provide proposal development oversight, management and support to Program/Proposal Manager
Support the Program Manager on contract proposals and modifications requested by the customer
Collaborate and assist with development of proposals and manage resources to ensure proposal cost, schedule, and performance (quality) are achieved to meet proposal delivery commitments
Interact with stakeholders at various levels concerning contract proposals.
Administer and execute policies, processes, and procedures that impact the proposal.
Provide Program Leadership with Contract and Financial Management by providing a periodic summary of key contract and financial program elements. Such elements may include At Risk Memo Status, Status of financial contract actions, Earned Value data, and Program funding status.
Create and provide budgeting support for Bid & Proposal (B&P), Direct Work Authorization (DWA), Independent Research and Development (IRAD), Overhead/Staffing, Capital, and Business Base requests. Support project plan(s) and manage resources to ensure project schedule, budget, funding management, quality, and specification goals are attained.
Provides integrated contract and financial management (quad chart review)
Provides risk and opportunity management
Provide as-required support of various ad-hoc business management requirements
Performs ad-hoc financial analysis and assessment
Maintain current and long-term business base projections, coordinate internal/external major review preparations. Cost and schedule oversight
Coordinate department and/or cross functional teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services

Job Qualifications:
Typically requires a Bachelors in Business Administration or related discipline and nine or more years of progressively complex experience in the project administration field with at least three of those years in project management. May substitute equivalent experience in lieu of education.
Must demonstrate an extensive understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
Must possess the ability to initiate, plan and manage projects.
The ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine issues of diverse scope and nature.
Strong analytical, communication, documentation, presentation, and interpersonal skills.
The ability to work independently and lead in a team environment.
The ability to obtain and maintain DoD Security Clearance required.
