Bonneville Power Administration Public Utilities Specialist (Business Analyst) in Portland, Oregon

Summary This position is located within the Planning and Evaluation (PEH) organization of Energy Efficiency (PE), Power Services (P) of the Bonneville Power Administration (BPA). The purpose of this position is to serve as a Senior Level Long Term Planner responsible for independently completing complex assignments involving a diversity of analytical studies conducted simultaneously and requiring complex planning and coordination. Responsibilities As a Public Utilities Specialist (Business Analyst), you will: Conduct analysis of complex energy industry data, including energy modeling, conservation or demand response potential studies, or energy market analysis. Represent Power Services on external committees, such as, the Northwest Power and Conservation Council Advisory Committees as a subject matter expert. Plan and prepare interpretive reports related to long term planning topics such as BPA's EE Action Plan. Communicate with customers, advocates and other stakeholders about long term planning topics relevant to BPA. Assume a proactive role in maintaining relationships, communicate clearly and effectively, works to understand a diverse set of stakeholder needs and perspectives. Serve as a liaison to the Northwest Power and Conservation Council for BPA's Energy Efficiency Organization. Facilitate meetings, directs communication, shares study findings and coordinates a variety of ongoing initiatives. Manage contracts with outside vendors including checking in regularly with contractor staff, writing scopes of work, managing the supply chain process, managing contracting timelines, reviewing deliverables, and providing guidance and feedback to vendors. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized Experience is defined as: 1) Successfully managing large complex projects with a variety of stakeholders in energy efficiency or demand response or conservation or distributed energy resources or demand flexibility; and 2) Overseeing and conducting analysis of complex energy industry data to model energy consumption and/or energy savings (i.e., market modeling or conservation potential studies or demand response potential studies or cost-effectiveness analysis or power planning modeling or energy efficiency portfolio planning or energy market analysis or policy analysis) in energy efficiency or demand response or conservation or distributed energy resources or demand flexibility. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
