About the Program

The PNG Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) is:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IO’s) are: PHA Leadership, Women in Leadership and Health Care Workforce.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

About the Program Activity

The PNG Health Education and Clinical Services Program (HECS) Phase III is a five-year Australian Government Department of Foreign Affairs & Trade (DFAT) funded program with the objective of strengthening the institutional capacity of the University of PNG School of Medicine and Health Sciences (SMHS). This program supports the implementation of the SMHS 2020-2025 Strategic Plan, and in doing so, the contribution to the further development of the health workforce in PNG and neighbouring Pacific Island Countries.

Purpose

The Project Officer is a full-time position with the responsibility for day-to-day administrative duties in relation to the DFAT –funded Health Education and Clinical Services (HECS) program which is managed by the School of Medicine & Health Sciences, University of Papua New Guinea. The Project Officer works under the Program Manager and the Deputy Dean – Academic & Research and is required to assist with all aspects of the operation of the Postgraduates Studies and Research Centre.

HECS is a five-year DFAT- funded program with the objective of strengthening the institutional capacity of the UPNG School of Medicine and Health Sciences, thereby supporting the implementation of its Strategic Plan and the development of the health workforce in PNG and neighbouring Pacific Island Countries.

Accountability

Reporting directly to the Program Manager and to the Deputy Dean- Academic & Research, working along as a team member of SMHS and the HECS staff, the Project Officer ensures that TAPREC management activities are efficiently implemented, maintain administrative affairs of TAPREC efficiently and ensure fair treatment in the workplace.

The Project Officer ensures all filings are done; all activities of TAPREC are organized well and postgraduates’ students’ records and files are well maintained and kept.

Key responsibilities

  1. Work under the immediate supervisors which are the Program Manager and the Director of Post Graduate Studies and Research Centre to provide administrative assistance with the following:
  • Ensure Postgraduate Students are fully registered for their programs.

  • Maintain annual calendar of events for Postgraduates – Registration, Research activities and examinations.

  • Book venues and appointments for Training programs and workshops

  • Print, copy and circulate information approved for distribution.

  • Liaise with Postgraduate Students conducting research.

  • Liaise and support Chairman, SMHS research Committee.

  • Procure Office Stationaries and materials required for the Centre.

  • Troubleshoot and resolve any office management and administrative issues.

  • Liaise with students and staff to reschedule activities as required.

  • Organize group representative meetings, arrange travels and logistics for TAPREC Office

  • Develop Standard Filing Index for the Centre

  • Maintain Office Management of the Postgraduate Studies and Research Centre

  • Update regularly and monitor internal and external office correspondence.

  1. Observe and abide by values and polices of HECS and SMHS

3.Other duties as delegated by the Program Manager and the TAPREC Director.

About You

  • Bachelors in administration, office management, business management or related discipline.

  • Minimum of 3 years’ experience in an administrative or Clerical role.

  • Able to work under challenging and dynamic work environments.

  • Demonstrated track record in providing effective administrative and operational support to meet operational and program timelines.

  • Well-developed organizational and coordination skills with a proven record of ability to effectively manage office operations and activities.

  • Working knowledge of Microsoft Office tools such as word, excel and power point.

  • Good communication, interpersonal, and problem-solving skills.

  • Ability to work effectively, both independently and collaboratively to meet deadlines.
