Basic Function

The current vacancy is on the Information Services Business Technology team in the Information and Public Records (IPR) service team. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

This Information Systems (IS) Senior Business Analyst will report to the IPR Capability Manager. The successful candidate will assist in development, maintenance, and support of Critical County Systems (CCS) associated with Property Records, Appraisal, Tax, and Treasury (payment acceptance and processing), and other duties as assigned.

Responsibilities include, but are not limited to:

  • Performing the role of Lead Analyst on project work including upgrades, enhancements, implementation of new functionality and special analysis/research as required.

  • Developing and executing Business/Technology Roadmap for Critical County Systems; creating and presenting solution recommendations.

  • Establishing and maintaining relationships with business, Information Services, and vendor resources; coordinating work between these resources.

  • Eliciting business requirements; developing business requirement documentation and facilitating all phases of testing.

  • Developing and delivering training associated with new functionality.

  • Providing coaching, mentoring, and support to capability team members.

    Gather the requirements to plan, design, develop, test and launch efficient applications in support of core organizational functions and business processes. This includes gathering and analyzing data in support of business cases, proposed projects, and systems requirements. The Information Systems (IS) Senior Business Analyst is also responsible for documenting findings, complete with probable causes and possible solutions to applications issues. This individual will apply proven communication, analytical and problem-solving skills to help maximize the benefit of IT investments ; and perform related duties as assigned. This includes the ability to communicate technical information in functional terms.

This position has a high degree of independence and complex work which involves both project-specific objectives as well as long term, broad strategic level planning within Ramsey County including Information Technology, Critical County Systems (CCS) Applications. Projects may involve working with stakeholders, outside consultants, department senior managers, and multiple departments, and in the case of CCS-related applications, may involve work that integrates multiple components of the software to satisfy business process requirements.

Examples of Work Performed

  • Work on complex and/or integrated business design and re-engineering projects.

  • Lead the identification of the business process needs of customer departments to gain an understanding of the department’s operations, systems, and business functions; gain input from stakeholders on information needed for changes or enhancements; translate business requirements into detailed functional specifications; and work with technical staff to create a design concept to address those issues.

  • Evaluate on a continuous basis the applications used by Ramsey County departments to ensure they meet business needs, including workflow configuration changes, customization retrofit, and retiring customizations that are no longer needed; gather and present information appropriately; and ensure necessary modifications are made.

  • Lead or conduct special analytical studies, research, and analysis to determine and communicate business requirements to users and technical support team members; work with business process owners and operating department users to evaluate process improvement opportunities.

  • Lead business process/workflow analysis and fit/gap analysis and develop process improvement recommendations; support and engage in change management services in the areas of organization change management, project change management, and application change management.

  • Establish a time frame for a scoping phase, design concept or project to be completed, set priorities for work to be done, work with department staff including senior managers to gather information and make modifications to the concept or project; and review the final product with department staff to ensure it is functional and identify needed modifications

  • Create and execute test plans/and or test scripts to ensure the accuracy, integrity and usability of applications.

  • Assist departments in documenting functional and business process requirements in Request for Proposal (RFP) and contract preparation. Lead and manage the evaluation and selection process for business solutions.

  • Identify department training needs; develop and update training plans and curricula; plan and execute recurring training programs for new and current employees including preparing and updating training guides and job aids.

  • Participate in the creation of business/technology visions that promote operational change.

  • Provide support to or staff project teams during the implementation of upgrades, enhancements, new functionality or new modules.

  • Support and implement strong organizational change management practices for project-related changes.

  • Participate in the creation of, and present technology recommendations to, business and technology management. Provide input into strategic CCS capability vision and a multi-year business capability road map.

  • Work with user and development groups to identify and document system recommendations for current and future development; work with users to refine processes and procedures guidelines.

  • Escalate unresolved issues within the department and with process owners and/or processes to the appropriate manager when necessary.

  • Work with contracted vendors monitoring that work is completed according to established agreements, cost estimates and timelines.

  • Contribute to the overall project management plan and artifacts consistent Ramsey County project-management methodologies. Provide project management guidance.

  • Gather and integrate data from multiple sources and evaluate project work priorities, procedures, and processes to determine their effectiveness and efficiency in meeting common and multi-phase objectives.

  • Analyze a variety of information and write clear, concise narrative reports.

  • If assigned to a CCS-related application, provide application functional support to identify, enable and fully exploit application capabilities and functionality while driving and supporting business process change during system implementations, upgrades, new component rollout, or routine maintenance.

  • If assigned to an IT Service Management (ITSM) function, provide guidance on how to implement best practice service management methods. Serve as a SME for one or more service management disciplines.

  • Act as lead liaison between customers and the PMO and project team. Research and recommend solutions to identified issues and problems; monitor status of open issues; collaborate with technical and vendor teams; provide access control; develop medium to high complexity queries.

Minimum Qualifications

Education: Bachelor’s degree in Public Administration, Business Administration, or a related area that included coursework in information technology, business analysis or workflow analysis.

Experience: Five years of experience as a functional analyst/business analyst/system analyst or related areas. Experience with business applications requirements; gathering, supporting, and researching IT hardware and software vendor products for solutions.

Substitutions: Equivalent combination of education and related experience.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

    The examination for Information Systems (IS) Senior Business Analyst will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filled out a properly completed application and passed the examination/scree ning process shall be placed on the eligible list for an employment opportunity as a Information Systems (IS) Senior Business Analyst. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
