Job Description:

  • Parsons is looking for Safety and Compliance Lead to join our Construction Management team in Philadelphia. In this role you will support Amtrak with quality and safety review, monitoring and oversight of safety compliance overseeing a Design/Build project, to support the CM Team. The project is currently in design development and initiating construction through the Contractor. Background: The Airo PCY Heavy Maintenance Facility (located near 30th St. Station in Philadelphia) project is currently in construction implementation through a Design/Build contractor, PARSONS currently holds a Construction Management (CM) contract to support Amtrak with final design and construction implementation. Through this CM contract, Amtrak is requesting the added service of a Safety Compliance Representative as a Subject Matter Expert (SME) to support Amtrak with quality and safety review, monitoring and oversight of safety performance, as Amtrak’s project safety representative during construction.

  • SPECIFIC RESPONSIBILITIES:

  • Review of Safety Documents, Monitor and Report on the contractor's day-to-day operational activities in compliance with the project’s approved safety documentation as Amtrak’s Safety Compliance Representative.

  • Review and comment on safety work plans, safety documentation, and safety submittals in compliance with the contract and project specifications prior to submission to Amtrak for approval.

  • Conduct daily safety audits of the work site, report and document non-compliance, monitor and ensure needed corrective actions are implemented.

  • Track and report out to Amtrak on Injuries and safety incidents for duration of the project.

  • Ensure contractor thoroughly investigates all incidents, injuries, and near misses, including development and close out of corrective actions. EDUCATION & SPECIFIC ROLE REQUIREMENTS:

  • Minimum 7 yrs. relevant experience and in heavy civil and/or transportation construction.

  • Minimum 5 years overseeing construction project in the area’s of safety and quality.

  • Demonstration of experience in electrified railroad territory is preferred.

  • Bachelor's Degree in related field (or equivalent experience) SKILLS/COMPETENCIES/CERTIFICATIONS:

  • OSHA 30 Hour, Construction

  • First Aid/AED

  • Certified Safety Professional is preferred

  • Board of Certified Safety Professionals, Construction Health, and Safety Technician (CHST) is preferred

  • OSHA 500 Construction Safety and Health Outreach Trainer is preferred

Salary Range:

$86,700.00 - $151,700.00
