Summary Position may be filled as a term appointment Not-To-Exceed (2) years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Responsibilities Oversee AECW integration in Army Commands' Exercises, Force Development and Contingency Plans. Authorized direct staff coordination with counterparts at Combatant Commands (COCOMs), Army Service Component Commands (ASCCs), Direct Report Units (DRUs) and Headquarters, Department of the Army (HQDA). Represent AECW in the branding and marketing of AECW goals, objectives and capabilities; integration of Army Expeditionary Civilians into the force structure of operational plans supporting Army-wide and DoD strategic objectives. Responsible for the development, planning and execution of various special focus programs or events in keeping with DoD and Army strategic objectives. Oversees the preparation, publication, and revision of AECW policies and procedures. Meets with Senior Executive Service (SES), flag or general officers to advance organizational objectives and to resolve immediate- and long-range problems affecting the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as maintaining oversight of organizational programs to ensure adherence to regulations, policies, and/or agency guidance; assist in making mission management decisions for improvement of program effectiveness; continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. This level of experience is equivalent to the next lower grade in the federal government, GS-13. You will be evaluated on the basis of your level of competency in the following areas: Communications Organizational Performance Analysis Planning and Evaluating Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
