U.S. Pacific Fleet, Commander in Chief SUPERVISORY TELECOMMUNICATIONS SPECIALIST in Pearl Harbor, Hawaii

Summary You will serve as a SUPERVISORY TELECOMMUNICATIONS SPECIALIST in the office of the Deputy Chief of Staff for Command, Control, Computers, Communications and Intelligence (C4I), SES of COMMANDER US PACIFIC FLEET. Responsibilities You will provide Command, Control, Computers, Communications, and Intelligence (C4I) support and planning within the Pacific Fleet to enable decision making and planning processes of the Combatant Commander and staffs. You will develop and publish policy and guidance in coordination with Type Commanders, numbered fleet commanders, NETWARCOM, as appropriate, for theater tactical communications in support of theater strategy and contingency operations. You will supervise all active duty, civilian personnel, and contractors assigned to the Operations Division, including senior military and civilian staff. You will coordinate between Unified Commanders, COMPACFLT, and numbered fleet and type commander's staffs. You will be the principle source of expertise and continuity in the Code N6 for all matters related to C4I operations and support including organization, command relationships, doctrine, publications and operation plans. You will provide guidance, recommendations and configuration management of software and hardware for the COMPACFLT Command Center. You will develop, coordinate, and implement information exchange requirements in support of the Joint NetOps Concept of Operations in order to monitor and coordinate responses to command, control, communications, and computers (C4). You will develop a theater frequency management plan to support theater strategy and contingency operations and training exercises. You will oversee the work of various functional specialists, providing technical guidance and recommendations to functional areas. You will coordinate staff actions for operational assessment of Pacific Fleet C4I readiness. Requirements Conditions of Employment Qualifications GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing or directing telecommunications policies and programs for crisis management, e.g. joint operations, publications, planning, material, recommendations of configuration management of software or hardware, and development aspects of communications, crisis exercises and training.
