We are searching for a Level 3 Integrated Product Team Lead (IPTL) to support our H-60 Multi-Mission Helicopter Program (PMA-299) in Patuxent River, Maryland. With Government oversight, the Mission Systems Level 3 IPTL is responsible for coordinating all functions and disciplines related to the assigned systems and equipment acquisitions. Management of the acquisition involves overall planning, direction, execution, and control of all efforts related to procurement and support involving cost, schedule and performance.

Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management, and data management. Demonstrates experience in the program/project status and schedules. Demonstrated training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Supports training efforts through the integration of documents into Government databases. Demonstrates experience processing program acquisition, funding, and contract documentation for military programs.

With Government oversight, the Level 3 IPTL is responsible for providing program management support for the assigned programs. The Level 3 IPTL provides for effective life cycle management, which includes acquisition, development, testing, production, integration and sustainment support, and financial management or assigned programs. The responsibilities encompass initial research and development, obsolescence, and sustainment efforts. The Level 3 IPTL interfaces with commercial industry and NAVAIR entities for program execution, program evolution, upgrade specifications, acceptance testing, physical and functional configuration audits, and complete integration. The Level 3 IPTL provides program management, technical management, and risk management support to the designated program office. The Level 3 IPTL reports to the Level 2 IPTLs for Mission Systems.

Position Duties and Responsibilities:

  • Responsible for planning, managing, and controlling the work efforts required to accomplish the assigned acquisition program successfully.

  • Analyzes needs and requirements information to develop program initiatives and plans.

  • Serves as the leader in developing an acquisition strategy that serves as the framework for integrating functional activities essential to the acquisition effort and serves as the basis for specific program management documents.

  • Identifies and plans for the personnel and functional management support required to execute the acquisition strategy.

  • Participates with key personnel in the program office and/or the PEO responsible for defining the program's goals and works with them in preparing comprehensive program plans for accomplishing program goals and schedules.

  • Directs the preparation of documents (SOW/CDRLs), specifications, requirements, criteria, and standards, which define the program's needs and parameters.

  • Assures that all planning is fully integrated with overall Navy efforts and other participating services and agencies when involved.

  • Determines resource needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of the assigned program.

  • Evaluates the impact of new resource levels such as budget cuts or increases, and updates estimates of resource requirements to consider new or revised objectives, technical capabilities, new acquisition strategies, etc.

  • Analyzes all changes that impact the acquisition and develops or directs the development of responsive and effective changes in plans and strategies.

  • Coordinates program efforts with other activities and personnel directly assigned or detailed to support the program.

  • Responsible for team building and coordinating logistics, engineering, and other support within NAWCAD/NAVAIR and at field activities, laboratories and contractors facilities. Maintains liaison between the various activities, obtaining and relaying information between participants.

  • Assures that schedules are maintained and that difficulties that create problems are identified and that steps are taken to investigate and resolve them.

  • Recommends to higher program authority the need to redirect efforts, to pursue additional lines of investigation and similar matters.

  • Serves as the central contact point within the program office for all matters concerning the assigned program.

  • Coordinates appropriate interface segments of the program with other program managers and management officials and with higher authorities.

  • Interprets program management policies and procedures to others as required.

  • Provides advice to higher-level officials on program status and on problems that require resolution or adjustments that are needed in plans and schedules.

  • Synthesizes critical management issues, documentation and relevant information needed to support program reviews.

    Required Experience: This position requires more than ten years of experience.

    Required Education: Master’s Degree or allowable substitutions. Allowable substitutions include a Bachelor's degree plus four years of additional work experience.

    Desired Experience: Experience with AMS suite to include CSPT, CDRLs and PIDs

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Required Skills
