Job Summary

Battelle’s National Security Business Unit is currently seeking candidates for a full time, permanent position as a Program Analyst to support Client Site government programs focused on Research, Development, Test & Evaluation (RDT&E). This position is located on-site at Tyndall Air Force Base, near Panama City, FL . The program analyst will support a program manager leading a team involved in Airbase Protection, Infrastructure Resilience, and Blast. Active areas of research include Protective Concepts, Blast and Ballistic Protection, Mitigation of Blast Effects.

Responsibilities

  • Participates in establishing and defining program plans, including cost and/or schedule requirements, and assist in project plan development, management of project cost, schedule and performance.

  • Facilitate and manage R&D portfolio at a programmatic level, in close coordination with the Program Manager.

  • Helps plan, organize, execute project resources; manage budget; project deliverables; and other related project management activities for multiple projects.

  • Supports development and refinement of the program Work Breakdown Structure to a level sufficient to identify all the work required for project completion.

  • Establishes project performance metrics that ensure successful completion of the project.

  • Assist with the program and financial management to ensure successful delivery of R&D efforts within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.

  • Prepares and presents presentations to internal management and to internal and/or external customers to provide reviews and updates on technical aspects, cost, and schedule.

  • Monitor and report program commitments, obligations, expenditures, contract performance, and program status execution to include program milestones, schedule and cost, conduct related analyses, and track financial and technical metrics.

  • Prepare programmatic and financial information for briefings, presentations, and status reports.

  • Conducts quality control and quality assurance review of program documents prior to submission to management.

  • May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation.

  • Contributes to program and task-related reports, briefings, justification and requests.

Key Qualifications

  • Bachelor’s degree (Management, Business Administration, Engineering Management, or similar is highly desirable).

  • 2+ years’ management experience (preferably related to management/analysis of technical programs).

  • Candidate must be a U.S. Citizen with ability to obtain and maintain a security clearance.

  • Project Management Professional (PMP) Certification (or ability to attain PMP) is highly desired.

  • Proactive, self-starter who can work independently and in a team environment.

  • Positive attitude and eagerness to take on management challenges and quick to learn new skills.

  • Excellent verbal and written communication and interpersonal skills.

  • Experience with project management software (Planisware or similar) is highly desirable.

  • Experience with government contracts in a research and development (R&D) environment is preferred.
