Division of Facilities Management-Planning, Design & Construction Group:

The Division of Facilities Management (DFM) is a customer-driven support organization responsible for providing facilities management services to the entire CDHS facility portfolio (encompassing all CDHS offices and divisions) comprising 323 buildings, approximately 3.7M GSF, over 1,500/acres spread over more than 21 campuses. These services include the day-to-day facility maintenance and operational needs of buildings and grounds, fleet, custodial services administered through three geographically dispersed regional districts; North, South and West.

The Planning, Design and Construction (PDC) Group within DFM provides professional expertise with three areas for a construction project: planning, design and construction. PDC offers specialized expertise in facility planning and management, overseeing the strategic development of future facilities and implementation of appropriate and large non-appropriated projects, including the development of the Capital Construction, Capital Renewal and Controlled Maintenance budget requests, and development of grants for funding sources outside of State government. PDC offers comprehensive support to the Department in the realms of Architecture and Engineering, encompassing everything from the consultant selection, to interpretation and application of building codes and facility standards. Lastly, PDC extends its expertise and support by offering management oversight for alterations, building additions, and new construction projects. This encompasses a range of responsibilities, including contract administration, ensuring code compliance, managing budgets and schedules, and overseeing facility commissioning—all while strictly adhering to State Building and CDHS policies.

Description of Job

Hybrid Working Arrangements: This position will be expected to be in the office two days a week.

We are hiring Project Planner I’s in both Pueblo & Denver. When answering the supplemental questions, please select the vacancy that you are applying for.

What You'll be Doing

This position provides technical maintenance planning, cost estimating, and/or contract planning/estimating work involving the alteration, modification, maintenance, and repair of state owned buildings within CDHS’s portfolio. Position acts as a liaison between the users of a facility, supervisory physical plant personnel, trades people, project managers, construction contractors, or subcontractors to gather information, provide technical construction advice and assistance, or effect mutual accord on construction plans, specifications, scheduling, and possibly contracts. Position provides quality customer service to CDHS/DFM customers by providing design, code review, project management on scope of work on small to medium projects which may include Controlled Maintenance and/or Capital Construction projects, construction planning, inspections, AutoCAD support, AutoCAD library upgrading, development of standard specifications, space utilization support and CAFM support.

  • Position is responsible for new minor construction work as well as renovation projects by initiating, planning, executing, monitoring/controlling, and closing projects under the supervision of a higher-level PDC member.

  • Procure materials and/or subcontractors to perform construction activities while adhering to state contracting processes.

  • Schedule projects with customers.

  • Perform project planning/management to ensure completion of project within budget and compliance with applicable codes as required.

  • Daily communication with all parties to ensure successful completion of the project.

  • Coordination with DFM Staff to ensure staff awareness of daily changes and final project changes to systems.

  • Update any drawings upon completion and O&M Library for historical documentation, as well as instructing operators of any changes in or addition to assets that would require Maximo updates.

  • Works within the constraints of various customers’ program needs vs. available spaces and systems within the department’s facilities in order to provide satisfactory working and living environments for customers.

  • Provide detailed cost estimates and critical path schedules for both maintenance and customer driven modification/renovation projects.

  • Develop and implement construction specifications for consistent use by DFM/PDC.

  • Provide comprehensive reports for maintenance projects, construction projects, control maintenance projects and capital projects while utilizing project management software.

  • This position uses its knowledge of architectural / engineering drawings and specifications submitted by privately contracted professionals to oversee and provide technical construction advice and assistance.

  • Position travels to sites across the State to obtain information for project planning.

  • Review and determine the extent of damage or repairs needed to restore a space to meet operational needs. Knowledge of OSA requirements will need to be followed to determine an appropriate solution.

  • Monitors procedures for accomplishing design and construction projects to ensure fiscal and State Building Program rules are followed with either appropriated or operational funding.

  • Establish financial limitations established by statute and CDHS policy in the evaluating and preparation of construction cost estimates. Compliance with OSA and CDHS contracting procedures to be determined when reviewing documents provided by consultants, contractors, and subordinates.

  • Work with contracts administration to satisfy all posting and bid and other requirements.

  • Arrange and catalog plans, specifications, and operations manuals for DFM/PDC.

  • Develop and maintain an up-to-date and accurate AutoCAD library for required areas managed by DFM/PDC.

  • Position travels to sites across the State to obtain information for updating of plans.

  • Works with all building systems and interprets those systems on drawings and assists staff in reading drawings.

  • Understanding of construction manuals, how to read, interpret and find information within manuals in order to assist staff.

  • Work with staff to ensure information is accurate on drawings.

  • Continual communications with staff to ensure any changes made in the field are incorporated and updated on drawings and legible for use by staff.

  • Provide support for the implementation and maintaining of the computer-aided facilities management (CAFM) system for DFM/PDC.

  • Survey and develop a plan for non-compliance changes relating to adopted building codes, Life Safety and ADA compliance on all DFM facilities.

  • Acts as point of contact for regulatory surveys and develops, sometimes in conjunction with Program, the plan of correction for deficiencies.

  • Works with Program to determine environmental requirements enforced by licensure.

  • Assist in facility condition index (FCI) survey cycles in order to provide accurate information for controlled maintenance and capital construction requests.

  • Works in Procore

  • Performs other duties as assigned.

Minimum Qualifications:

Experience Only:

Applicants must have at least five years of experience initiating, planning, executing, monitoring, controlling, and closing construction projects. This experience must have included working with AutoCAD. Please ensure the work experience section of your job application clearly demonstrates this experience.

Education and Experience:

A combination of related education and/or experience initiating, planning, executing, monitoring, controlling, and closing construction projects to include experience working with AutoCAD equal to five years will also be accepted. In order to utilize this substitution, you must attach a copy of your transcripts to this job application. Your unofficial transcripts must include your name, college name, type of degree received and date the degree was received/conferred.

Preferred Qualifications :

  • Knowledge of several trades’ areas and how they interact.

  • Strong knowledge of AutoCAD and plan viewing to include knowledge of all systems and ability to interpret those systems on drawings and assist staff in reading drawings.

  • Ability to establish good working relations with numerous departments in order to increase communication and create and foster a collaborative environment.

  • Experience with individual and organizational contracts

  • Manage use and upkeep of organizational facilities

  • Manage project teams

  • Experience with taking a construction project from concept through design, bid, construction and close out.

  • Experience with scheduling projects.

  • Experience with Procore.

  • Experience working with the Office of State Architect (OSA) process and forms.

  • Experience working with Building Codes (IBC, NFPA, ADA, etc.).

  • Familiarity with hospital licensure requirements.
