Job Summary:

Lockwood Hills is seeking a Senior R&D Manager responsible to lead and motivate a team of engineers and technical project managers to maintain and improve an Information Technology environment. The ideal candidate will have demonstrated a history of strong leadership, problem-solving skills, and technical development experience in a DoD environment. The Senior R&D Manager will work closely with cross-functional teams to ensure project schedule and requirements are tracked, met and delivered to standards, on time, and within budget.

Responsibilities

Job Responsibilities:

  • Architect formal technical program plans to drive technical excellence and manage a team of software engineers and software developers to develop and improve tools, processes, and systems.

  • Identify and prioritize requirements in close coordination with the Program Manager and Government customer.

  • Assist Program Manager with planning, organizing, and executing resources; budgets; project deliverables; and activities for multiple projects.

  • Establish and communicate clear project scope and priorities for a portfolio of development projects.

  • Lead cross-functional program teams and facilitate effective communication among functional leads.

  • Manage day-to-day schedule and performance of assigned staff to monitor engineering task execution and prioritization, deliverables, milestones, and timeline, ensuring optimal resource allocation and successful project execution.

  • Oversee quality control for IT environment development and maintenance efforts.

  • Support development and refinement of project Work Breakdown Structures (WBS) and Project Plans.

  • Assist in developing program documentation, including Standard Operating Procedures (SOPs), briefings, Statements of Work (SOW), best practices and other project execution documentation to ensure compliance with applicable DoD and Federal regulations.

  • Maintain rigor to ensure accurate and timely project documentation management and reporting.

  • Provide Engineering oversight, development and validation of test and evaluation, and management of key performance indicators (KPls).

Qualifications

Minimum Qualifications:

  • Must be a US Citizen and able to obtain and maintain a US Government Secret Clearance. 5+ years’ experience as a System Architect or Software Architect.

  • 3+ years’ experience managing IT development projects.

  • Bachelor’s degree in information management systems, computer science, computer engineering, or in a related discipline.

  • Experience leading complex technical projects across cross-functional.

  • Excellent verbal and written communication skills and interpersonal abilities.

  • Experience managing multiple tasks within a face-paced, high-volume, dynamic work environment.

  • Maintain mental flexibility with the ability adapt to rapidly evolving requirements and priorities.

  • Experience gathering operational requirements and translating them into technical requirements for development projects.

  • Effective analytical and problem-solving skills to make sound decisions and approach problems with curiosity and open-mindedness.

  • Ability to approach tasks in a structured, reliable, and foresighted manner with a high level of initiative, individual responsibility, enthusiasm, positive, "can do" attitude, and strong social skills.

Desired Qualifications:

  • Program or Project Management Professional Certification.

  • Master’s degree in information management systems, computer science, computer engineering, or in a related discipline.

  • Certificates: CompTIA Network +, CISSP, CAPM®, ITIL, Azure (Dev, Cloud), AWS (Dev, Cloud).

  • Expertise in DevOps/agile management and associated applications.

  • Adept with developing dashboards, KPIs and analytics in support of program mission, vision and goals.

  • Familiarity with Government and industry working groups and communities of practice.

  • Familiarity with distributed learning, learning science, marketing and public relations.

  • Familiarity with Government relations with external organizations, industry, and global partners.

  • Experience with cloud computing platforms such as AWS, Azure, etc.
