Department Summary:

As part of MITRE's Center for Securing the Homeland (https://comm.mitre.org/csh/) , our support to the state dept. has grown to a diverse set of projects to include Allied Nation cyber capacity building, enhancing cyber capabilities for partner nations, large IT modernization/acquisition, Conflict observatory, and Data analytics that guides key international partnerships in areas aligned with US interests.

We are seeking a Department Manager to lead and grow the State Department work program. The Department Manager will be responsible for attracting, developing, and retaining an outstanding workforce and forging partnerships with MITRE Labs, MITRE Centers, and academic and industry partners to build a strong organic and softshell team; responsible for our good growth strategy with the state department, and the execution/management of the department’s projects by ensuring that our work is most impactful to the mission. The Department manager will serve as a member of the CSH Leadership Team, helping to steer the Department’s expertise and innovation to support sponsor missions.

Role & Responsibilities:

  • Thought and People Leadership: Leads team to develop new technical capabilities and applies those capabilities to address sponsor mission outcomes. Serves as the direct supervisor for assigned staff and conducts regular performance and development conversations. Responsible for staff advocacy and recognition. Provides compensation recommendations. Serves as a resource to guide staff in navigating the MITRE organization and processes. Builds teams, communicates effectively, and maintains good interpersonal relationships to meet division and sponsor outcomes. Develops team and ensures team members can successfully achieve career objectives.

  • Impact Driven. Focuses on delivering impact in terms of sponsor mission outcomes. Ensures technical quality of department work and deliverables.

  • Proactively attract, develop, and support a diverse, geographically distributed workforce that has the expertise and capabilities needed for our partners.

  • Exhibits entrepreneurial spirit to proactively grow the portfolio and MITRE’s impact. Effectively develops new and innovative work.

  • Builds strong relationships with the sponsors, collects periodic feedback and continues to monitor the execution of the Department’s projects.

  • Effectively manages human capital (MITRE Technical Staff) in developing statements of work. Works with finance to obtain project cost proposals. Engages legal for non-disclosure agreements and conflict of interest review. Works with contracting managers on contracting actions needed on task order awards. Works with Operations on staff planning. Leverages technology resources (e.g., MITRE labs, intellectual property, etc.) to enhance portfolio projects and in hosting sponsor events.

  • Cultivate an environment of innovation, technical leadership, teamwork, camaraderie, and technical quality across this wide geography.

  • Support, coordinate, and partner with Group Leaders to mentor and grow the Department’s team. Ensure staff are aligned to high priority work that demonstrates their strengths, recognize staff for their accomplishments, and work with under-performing staff. Work with staff to take on greater technical and leadership roles.

  • Encourage and support staff to propose, create, develop, and apply innovative solutions on direct projects and MITRE research.

  • Ensure high technical quality of work products.

  • Ensure strong execution excellence.

  • Serve as a primary point of contact for Sponsor interacts and the development of Sponsor relationships.

Basic Qualifications:

  • Requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Demonstrated examples of leadership experience in a professional environment (e.g., Building a new work program, developing cross-cutting partnerships between MITRE Labs and FFRDCs, inspiring staff to achieve career aspirations and expand their and business roles).

  • Demonstrated ability to take risk and lead work with partial insights.

  • This position has an on-site requirement of 5 days a week on-site

$182,000 - $227,500 - $273,000 Annual
