Orlando Utilities Commission Associate Billing Quality Assurance Analyst in Orlando, Florida

In this role you will:

  • Conduct routine business system testing for billing-related system changes, projects, and new business opportunities.

  • Perform billing and financial analysis for OUC’s non-regulated services, such as lighting contracts.

  • Manage billing for OUC’s largest customer accounts, including separate summary billing.

  • Identify and bill revenue due to unauthorized use of OUC services.

  • Perform regular audits of OUC billed services to ensure accuracy, quality, and compliance with all relevant policies and regulations.

The ideal candidate will have:

  • High School Diploma or GED;

  • Minimum of (2) years of utility billing experience analyzing residential and commercial customer billing, rates, and/or load usage data;

  • Working knowledge of the following:

  • Oracle Customer Care & Billing (CC&B), Oracle Meter Data Management (MDM), Adobe Acrobat)

  • MS Excel at an intermediate level

Salary Range: $25.73 to $32.17 per hour commensurate with experience.

Job Purpose:

Perform routine business system testing for billing related system changes, projects, and new business opportunities. Perform billing and financial analysis of OUC’s non-regulated services (i.e., lighting contracts), OUC’s largest customer accounts including a separate summary billing, as well as the identification and billing of revenue due to unauthorized use of OUC billed services. Maintain proactive quality assurance of billed services within OUC’s Customer Information System (CIS); this includes specialized billing documentation and knowledge transfer among the billing teams.

Primary Functions:

  • Analyze customer accounts, billing rates, meter data, and specialized programs for specialized billing services including Totalizer Billing, Sewer Credit Program, Wholesale and Retail Chilled Water, Solar Programs, Employee Billing, and new product or service offerings;

  • Perform routine billing functions (i.e. validation, bill correction, rate analysis, and bill presentment,) as well as provide summary billing reports with reconciliations and billing analytics for OUC’s largest customer accounts such as Universal Orlando, City of Orlando, GOAA, Orlando Health, etc.;

  • Perform execution on basic business system and user acceptance test cases for billing related system changes, including annual rate or bill cycle changes: track progress, defects and issues within quality software;

  • Review basic business requirements, functional requirements and use cases for projects and system changes that may impact the billing of OUC customers;

  • Set-up customer accounts for lighting related services (i.e. convenient street lighting, indoor lighting, etc.) based on executed contracts with customers for accurate billing;

  • Conduct thorough investigation and billing within CIS and meter data systems for reports of unauthorized use of utility services (i.e. reports from customers, employees, CIS);

  • Liaise with legal department, large customer accounts, and lighting engineers on billing related issues for customer accounts; includes assisting with developing documentation (e.g. Payment arrangement agreements), providing information via spreadsheets, financial transaction reports, and customer correspondences;

  • Conduct routine audits of OUC billed services within the CIS and meter data systems to ensure accuracy and quality standards are met, including compliance with internal policies, OUC Administrative Policy, and local, state, and federal regulations;

  • Serve and support quality processes as a subject matter specialist to consult with other OUC business areas on the development of new procedures or business processes to improve effectiveness of billing OUC customers;

  • Evaluate, create, and maintain billing schedules within the CIS to ensure timely and accurate billing of OUC customers;

  • Issue credit and debit adjustments on customer accounts, including an approval level up to the limit defined in the CIS security permissions for the role;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all but not limited to the following:

  • Software Applications (i.e. Cognos, Oracle Customer Care & Billing (CC&B), Oracle Meter Data Management (MDM), Adobe Acrobat);

  • Accurately interpret field notes/findings of theft or metering issues;

  • Metering data and Units of Measure (i.e. kWh, kW, gallons, tons, ton-hrs)

  • Utility billing data, billing rates, tariffs, application of taxes;

  • Meter types and meter event types;

  • Customer/seasonal usage profiles;

  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

  • Comprehend billing statements, financial reports and customer record spreadsheets;

  • Ability to effectively communicate in both written and verbal forms;

  • Attend Review and Design meetings when necessary;

  • Problem solving, analytical, root cause analysis, and critical thinking skills

  • Familiarity with MS Excel at an intermediate level, including creation and modification of templates

  • Ability to make arithmetic computations using whole numbers, fractions and decimals, rates, ratios and percentages;

  • Ability to use Microsoft Office Suite (Word, Outlook, Excel, etc.) and use standard office equipment (computer, telephone, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  • High School Diploma or GED;

  • Minimum of (2) years of utility billing experience analyzing residential and commercial customer billing, rates, and/or load usage data;
