MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or universityandtwo (2) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering;or

A master’s degree from an accredited college or university and one (1) year of experience as described above; or

Three (3) years of experience as an Environmental Specialist I or higher with the State of Florida;or

Three and a half (3.5)years of experience as described above.

ADDITIONAL REQUIREMENTS:

JOB DUTIES:

This is an intermediate level managerial position and in the Office of Agricultural Water Policy (OAWP) Field Operations Unit covering the priority Basin Management Action Plan (BMAP) areas as assigned by the Environmental Manager, assisting with the agricultural component of the Total Maximum Daily Load (TMDL) program established by the Florida Watershed Restoration Act, working in close cooperation with the Florida Department of Environmental Protection (FDEP), Water Management Districts (WMDs), Soil and Water Conservation Districts (SWCDs), and private landowners.

Implement the OAWP enrollment efforts, Implementation Verification and records review in the Florida Department of Agriculture and Consumer Services (FDACS) Best Management Practices (BMP) Program within priority areas, such as BMAPs, Resource Focus Areas or Priority Focus Areas as assigned by the Environmental Administrator. The priority areas of concentration will be for the Manatee, Alafia, Hillsborough, Springs Coast, Caloosahatchee, and Western Everglades BMAPs and surrounding areas, as well as other impaired water bodies within the South (SFWMD) and Southwest Water Management Districts (SWFWMD). Duties include enrolling producers in the BMP program, performing Implementation Verification (IV) site visits every two (2) years (IV priority area is the Caloosahatchee area) with the required records evaluation and retention.

Coordinate cost share projects with producers.

As assigned, serve as the OAWP local representative in area BMAP meetings and activities. Coordinate with OAWP, Water Policy and Planning unit staff regarding outreach efforts in their areas and to review prioritization of BMAPs periodically as needed. Keep management staff informed on BMAP and prioritization activities.

Perform other-related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of GIS and data management

  • Knowledge of the SFWMD and SWFWMD BMAP areas and programs including enrollment of producers in BMPs, evaluating nutrient and irrigation records and contract project experience.

  • Knowledge of data collection and analysis principles.

  • Ability to use personal computers, prepare technical reports, deal with the public in a tactful and courteous manner, communicate effectively and plan, organize, coordinate and complete assignments in a timely manner.
