Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is Monday - Thursday from 7:00 am to 5:30 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

In this position, you will lead a team to manage cost engineering, cost estimating, cost analysis/control, forecasting, and planning/scheduling activities for a project that requires technical skill and expertise. You will provide leadership, oversight, guidance, training, and mentoring to your team on key project procedures and risk management to ensure successful project execution and delivery. #LI-AM3

Major Responsibilities:

Level 1

  • Under more senior management, displays leadership in the administration of Project Controls activities such as input for weekly project action items list, maintains database, prepares reports, and provides additional supervision.

  • Coordinates routine cost engineering/planning and scheduling needs to projects.

  • Identifies restraints and effect on total project schedule.

  • Coordinates with all departments to ensure understanding of total project schedule needs.

  • Identifies schedule considerations and problems resulting from inter-discipline or functional restraints and interfaces.

  • Monitors and reports critical path and schedule performance of the total project.

  • Collects and analyzes alternatives for schedule improvement to project team for discussion and/or decision.

  • Coordinates cost recording, monitoring, & reporting practices for compliance with applicable standards

  • Supports the preparation of specific budgets in accordance with prescribed standards and procedures.

  • Coordinates and participates project risk reviews.

Level 2

  • Provides leadership in the administration of Project Controls activities such as input for weekly project action items list, maintains database, prepares reports, and provides additional supervision.

  • Coordinates the total integration of schedule activities.

  • Conducts project schedule analysis & studies of problem areas to determine criticality of schedule activities.

  • Prepares specific budgets in accordance with prescribed standards and procedures.

  • Leads risk workshops, interviews & information gathering relating to risk identification, review, and update.

  • Manages PERM performance requirements, metrics, and reporting standards incl. suggestions related to risk breakdown structures, risk libraries, & risk identification tools & frameworks in support of project needs

  • Provides oversight, training, mentoring, and ensure accountability of Project Risk Coordinator(s) towards attainment of project PERM objectives.

  • Facilitates and conducts project risk reviews.

  • Leads risk workshops, interviews & information gathering relating to risk identification, review, and update.

  • Carries out risk quantification activities as required.

  • Responsible for the establishment and continued improvement of project functional stakeholder relationships towards effective PERM execution and Customer interface with PERM activities including training as necessary.

Education and Experience Requirements:

  • Level 1: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience.

  • Level 2: Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience.

  • Must be a US citizen.

  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

  • Must be able to obtain site security badge for access to work site.

Required Knowledge, Skills, and Abilities:

  • Works on issues where analysis of situation or data requires review of relevant factors.

  • Exercises judgement within defined procedures and practices to determine appropriate action.

  • Recognizes that erroneous decisions or failure to achieve will result in schedule delay.

  • Frequently interacts and partners with other supervisors and functional peer groups.

  • Interaction normally requires the ability to gain cooperation of others and conducting presentations of technical information concerning specific projects or schedules.
