Job Summary:
The Program Manager has the overall responsibility for ensuring exceptional program performance including the delivery of contract- and task order-level requirements and services. Accountable to both program customers and ASE leadership, the incumbent will serve as the central point of contact for the government contracting office and other program customers, maintain effective communication and foster positive interactions with all stakeholders.

Responsibilities
Job Responsibilities:
Provides necessary reports and addresses any concerns as they arise
Ensures adherence to contract requirements, including the delivery of services in accordance with the Performance Work Statement (PWS), Departmental Directives, Federal and State Regulations and to technical specifications, schedule, cost, and financial performance
Manages, integrates, and monitors program activities to ensure that the delivery of services and outcomes are technically adequate and align with customer expectations
Prepares responses to task orders
Responsible for the implementation and maintenance of program-level management plans
Oversees project execution, monitor progress, and ensure timely delivery of quality services and products
Prepares reports and makes presentations to reflect overall program status, cost and funding issues, and staffing status
Monitors task order activities, cost, and schedule
Monitors and manages staffing requirements for all task orders
Manages and coordinates with subcontractors to ensure compliance with all contract requirements, including timekeeping, invoicing, and travel management
Implements communication mechanisms that facilitate employee interaction with the program office and corporate human resources
Coordinates and communicates on employee performance and manages the resolution of disciplinary problems as they arise
Develops individual training and certification plans to ensure program employees have and maintain required security clearances and professional competencies required by the contract or Task Order
Identifies and mitigates risks associated with program execution
Tracks program budgets, expenses, and financial performance
Validates and delivers Monthly Status/Financial Reports
Develops and implements a safety plan compliant with customer standards and individual site plans to accomplish DOE program objectives and ensure worker safety
Verifies that relevant nuclear and environmental regulations and requirements are integrated into work plans to protect personnel, facilities, and the environment
Monitors and reports on environment, safety, and health issues
Monitors and manages security clearance status of program employees
Qualifications
Minimum Qualifications:
At least, 10 years of management experience, including at least:
10 years of experience supporting Department of Energy (DOE) programs
8 years managing enterprise-level services contracts exceeding 25 FTEs or $20M annually
5 years managing a contract/program team consisting of 5 or more subcontractors
Demonstrated experience managing programs with multiple, concurrent task orders performed in geographically dispersed locations
Knowledge of and experience delivering/managing environmental management technical and consulting services
Knowledge of DOE Environmental Management policy and compliance requirements
