Kaiser Permanente Assistant Director Operations Regional Lab Cytology in North Hollywood, California

Job Summary:

Directs and controls the day-to-day Regional Laboratory Cytology department operations including all personnel activities, technical oversight and work flow.

Essential Responsibilities:

  • Manages all the cytology activities, including recruiting, hiring, and training of staff.

  • Ensures competency, motivates, and encourages professional growth for the managers and staff.

  • Work alongside Physician-in-Charge, Director(s), Assistant Director(s), Regional Leadership and Medical Center staff.

  • Communicates effectively with staff, pathologists, and inter-departments.

  • Controls costs by monitoring productivity, personal utilization, overtime, material usage rates, analyzing fluctuations in types and volumes of tests, and implements corrective actions.

  • Comply with all corporate, safety, quality control and quality assurance standards. Comply with local, federal, CLIA and CAP regulations.

  • Participates in the design of the Regional Laboratory integrated laboratory quality system.

  • Ensures compliance with regulatory and accreditation agencies rules and regulations.

  • Understands department workflow and can design and implement effective risk control processes.

  • Leads in the research of new and/or improved test development by methodologies by: performing experimental testing procedures; validating effectiveness/feasibility for implementation; cost of procedure(s); preparing and submitting recommendation(s) for change to laboratory management and other stakeholders (such as, Chiefs of Pathologists).

  • Researches and resolves client problem/issues and offers workflow improvement plans.

  • Oversees and coordinates startup and implementation activities resulting from new services or transfer of services.

  • Manages and maintains equipment in the department. Assist pathologists, staff, and inter-departments with regional implementation of new equipment.

  • Participate successfully in a CMS approved proficiency-testing program annually.

  • Participates in department, inter-department, inter-facility, and inter-regional level projects which help the Regional Laboratory achieve its goals of providing quality service and client support in a cost-effective manner.

  • Develops transition plan for new services/tests, outreach programs for transfer of work, timelines, and monitors milestones to achieve service expectations.

  • Coordinates internal resources to support new service(s).

  • Services as primary liaison to RILIS/ITS for ongoing and new issues.

  • Leads in the integration of secondary laboratory information system with RILIS.

Basic Qualifications:

Experience

  • Minimum five (5) years of management (supervisory/managerial) experience in high-volume cytology, histology or clinical laboratory setting.

Education

  • Bachelors degree in biological sciences or related field required.

License, Certification, Registration

  • Cytotechnologist License (California)

  • Cytotechnologist Certificate from American Society for Clinical Pathologists

Additional Requirements:

  • Must be able to work in a Labor/Management Partnership environment.

  • Experience leading or managing a team

  • CAP, CLIA accreditation knowledge

  • Evidence of experience using databases, spreadsheets, and word processing software

Preferred Qualifications:

  • Additional courses in business administration and/or management preferred.

  • Liquid-based cytology training/certification (Thin Prep and/or Surepath), preferred.

  • Masters degree in science or related field preferred.
