The Ryan White Part A Program is a federally funded program that funds and provides medical and supportive services for people living with HIV and AIDS. The program consists of two major components: the Planning Council and Grantee Administration. The Planning Council determines the services needed and the amount of funding dedicated to each service. The Grantee's Office is responsible for program administration.
The Ryan White Part A Program is currently recruiting for an Administrative Analyst. The Administrative analyst work involves contract development with external Community Based Organizations (CBOs), HIV clinics, and other potential service providers to assess the extent to which HIV health services are provided to persons living with HIV. To ensure that these services, under the Ryan White Part A Modernization Act, are consistent with the most recent Public Health Services guidelines for the treatment of HIV disease and related opportunistic infections and federal regulations.
Departmental Hiring Salary Range: $70,000 - $75,000
Essential Functions
Essential functions include but are not limited to:
Provide routine technical assistance to the RWHAP subrecipients in the development of CQI activities
Plan, develop, implement, and monitor subrecipients, chart reviews, and CQI activities.
Implement, monitor, and evaluate subrecipient annual CQI project activities and PDSA cycles.
Conduct TGA-wide performance measure chart reviews and work with subrecipients on corrective action plans.
Monitor submission of subrecipient progress reports and provide updates to CQM Coordinator.
Provide ongoing data analysis of subrecipient’s performance measurement and support for the QM/QI activities, reports, and presentations.
Participate in Part A quality-related committees and activities, attending all Planning Council QM Committee meetings.
Education/Experience
Requires graduation from a four-year college or university with a Bachelor's degree in Health Administration, Public Health, Nursing, Social Work or Public Administration
Two years of experience in reviewing contractually provided services by vendors which included the development and implementation of assessment strategies, preferably in the health care field; or any equivalent combination of training and experience.

Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
