The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disabilities services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Case Manager II to provide activities and services that assist adults diagnosed with a serious mental illness and co-occurring substance use disorders to access needed psychiatric, medical, substance abuse, social, educational, vocational, and other supports necessary to meeting basic needs. Completes clinical documentation in accordance with agency guidelines.

Departmental Hiring Salary Range: $41,775-$48,041

Essential Functions

Essential functions include but are not limited to:

  • Provides case management and related services for co-occurring and substance abuse clients in the office, community, or home.

  • Develops service plans based on assessments and in collaboration with individuals and/or families.

  • Provides client linkage to, coordination, and monitoring of services.

  • Identifies and accesses resources to meet needs and assists clients in procuring and maintaining resources and entitlements.

  • Provides client advocacy for needed resources or services, while empowering them to be as independent as possible.

  • Prepares and maintains documentation in compliance with agency, state, and federal guidelines and regulations.

  • Follows up with clients monthly to assess progress toward meeting service plan outcomes, satisfaction with service, and

eligibility of continued services.

Education/Experience

Bachelor's degree in a human services field, or equivalent combination of training and experience.

Experience in a human services field related to the area of assignment, to include work in case management. Some assignments also require specific experience working with various types of client populations.

Additional Information & Requirements

  • Valid Driver's License may be required depending on assignment.

  • Certification in basic first aid and CPR, depending on area of assignment.

  • Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
