Staff Analyst Trainee I (TA): $46,171 (Min) - $48,938 (Max) (New Hire Rate: $40,149)

Staff Analyst Trainee II (TA): $49,864 (Min) - $55,406 (Max) (New Hire Rate: $43,361)

    Responsibilities

    The selected candidate will assist in performing several of the following contracts/procurement related functions: Prepare contracts in accordance with MTA procurement practices. Develop, solicit, negotiate and award contracts through the Bid process and the Request for Proposal process, and prepare related documents and analyses. Prepare and negotiate supplementary agreements such as modifications/task orders/change orders covering changes to scopes of work, pricing and/or fee schedules, and contract closeout. Collect, analyze and report data. Formulate bid submission requirements, bid evaluations, and review vendor qualifications. Conduct market surveys and qualification hearings. Purchase goods and services using Informal quotes. Prepare cost and price analyses of proposals; formulate negotiation positions; negotiate price for various procurement actions and prepare communications and written narratives summarizing negotiations and their results.

    Education and Experience

    Staff Analyst Trainee I:

    • A baccalaureate degree from an accredited college or university; or

    • An associate degree or completion of 60 semester credits from an accredited college or university and two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification; or in personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or

    • A four-year high school diploma or its educational equivalent approved by a State’s Department of Education, or a recognized accrediting organization and four years of satisfactory full-time professional experience as described in “2” above; or

    • A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma or its education equivalent.

    Staff Analyst Trainee II:

    Completion of 1 year of satisfactory service as a Staff Analyst Trainee 1
