Overview

The prime functions of the Section Manager of load research are to prepare demand analyses and to oversee the load research program for Con Edison, Orange and Rockland, and RECO ("companies"). The position is required to ensure that the companies' rates promote fair and equitable cost recovery from our customers; and to ensure that load research studies are based on appropriate collection and application of interval, billing, weather, system load, and/or other data sources; and that the analytic results accurately reflect the contributing loads of the various customers and classes being studied. A key function of this position is to provide load research support for the companies' rate designs and to provide load research analyses for special studies required for changing business needs. This position requires communication on load research issues with a variety of stakeholders, among which are various regulatory agencies. This position also includes the supervision of analysts in the load research section. The Section Manager will plan for employee development and current and future work needs.

Responsibilities

Core Responsibilities
  • Direct the preparation of demand analyses for the companies, where applicable. Direct the preparation of all associated work papers and documentation.
  • Direct the companies load research programs. Direct the preparation and documentation of statistical sample designs and demand analyses, and coordinate with designated IT organizations to ensure project implementation.
  • Review and guide the work of employees in the load research group. This requires excellent analytical, written, and oral communication skills and the ability to organize work assignments.
  • Develop methodologies for changing load research activities and demand analyses to address new types of service and changes in the regulatory business environment such as changes associated with an increasing penetration of distributed energy resources.
  • Support internal organizations in the various uses of load shaping, including supply pricing and zonal load balancing. Ensure that all load shaping methodologies meet regulatory agency, e.g., NYISO and PJM, requirements.
  • Ensure that all load research computer systems address current business needs, including making sure that software license renewals and contract negotiations are processed in a timely manner, and oversee software upgrades or application overhauls to keep pace with Company-supported computer platforms. Foresee and direct changes to associated computer systems to incorporate new technologies and methodologies.
  • Prepare and present expert testimony before regulatory and legislative bodies justifying the companies demand analysis and load research-related proposals and positions. Direct the preparation of associated exhibits and work papers in support of such studies and analyses. Analyze testimony and exhibits of other parties and, in consultation with the law department, prepare rebuttal testimony and cross-examination.
  • Interpret regulatory commission orders and determine their impact on requirements for demand analyses. This includes keeping abreast of not only state requirements but also FERC and regional filing regulations. Understand the differences amongst demand analysis methodologies of these various regulatory bodies.
  • Interact, communicate, and exchange information with personnel from other Company departments and from other utilities in the conduct of job responsibilities. In particular, it is necessary to frequently communicate with the Companys Information Technology department regarding changes that could impact demand analysis methodologies and load research activities.
  • Represent the companies at meetings with regulatory agencies and other stakeholders and maintain open communication with regulatory personnel with regard to demand analyses and load research practices.
  • Respond to inquiries from regulatory commission staff, interveners, customers, rate consultants, and others, including explaining the rationale underlying the companies demand analyses and load studies.
  • Present at meetings both internal (to all levels of employees) and external to the Company.
  • Develop the skills of staff in order that they can easily adapt to changing business needs and perform ad-hoc analyses.
  • Maintain and promote comprehensive documentation and accurate records, practice good housekeeping, follow Company safety procedures, and safeguard computers, digital files, reports, and work papers.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree Accounting, Finance, Economics, Mathematics, Statistics, Engineering or related field and At least 8 years relevant work experience with a minimum of 5 years' experience related to utility rate matters, demand analyses; or equivalent work in an outside firm and
  • Master's Degree Business Administration At least 6 years relevant work experience.
Preferred Education/Experience
  • Master's Degree Masters degree or MBA a plus and Six years utility-related work experience
  • and Five years Related experience in utility rate matters and/or in performing mathematical or statistical studies/analyses.
Relevant Work Experience
  • In-depth knowledge of utility load research issues, preferred.
  • Must demonstrate leadership experience, required.
  • Must possess excellent interpersonal, oral and written communication skills, required.
  • Must have the ability to effectively interact with customers (both internal and external to the Company), support staff, various levels of management, and regulatory agencies, required.
  • Computer literacy and proficiency in Microsoft Office Suite is required.
  • Must be able to transfer knowledge to peers and train staff, required.
  • Experience with or knowledge of Programming Languages (e.g., SAS, SQL, Python) preferred.
  • Must have strong analytical, technical and problem-solving skills, required.
  • Experience with testifying before regulatory bodies, preferred.
  • Must be well-organized, detail-oriented and flexible to handle multiple assignments and deadlines, required.
  • Must have excellent project planning and research skills, required.
  • Must be able to work harmoniously with all department and Company personnel, required.
