Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The DOC seeks to recruit a Deputy Director of Budget and Contracts to support the Division of Programs and Community Partnerships. The selected candidate(s) will work under the supervision of the Director of Budget and Contracts. The Deputy Director will assist the director with initiating contract and procurement related strategies to ensure contractual terms are met, while maintaining accurate records, compiling data, and maintaining records associated with contract compliance. The Deputy Director tasks include, but is not limited to:
Responsible for the supervision of staff.
Ensures Accurate payment to contracted vendors.
Review and process monthly invoices.
Ensures accurate payment to contracted providers.
Formulate, prepare, and update monthly billing instruments.
Coordinates with contracted providers and the Financial Division to ensure timely payment.
Review and approve fiscal year budgets for Program contracted vendors.
Review budget documents. Seek input from program managers as needed.
Monitor contracted vendors to ensures policy and procedure are adhered to.
Work collaboratively with contracted vendor and provide technical assistance and ensure integrity of the contract.
Maintain program integrity by conducting audits.
Formulate audit protocols, schedule, and conduct quarterly audits to ensure documents are following contractual obligations.
Analyze documents to verify compliance. Generate post audit reports, summarize audit finding.
Manages Purchase Card process.
Review P-Card requests to ensure that align with the Agency’s protocol.
Coordinate with programs staff to finalize the requests in a timely fashion.
Liaises with Central Office of Procurement to process the requests.
Manages Purchase Order process.
Review purchase order requests to ensure the policy and procedures are adhered to.

Qualifications
A baccalaureate degree from an accredited college or university with specialization in public or business administration, sociology, criminology, mathematics, statistics, or related fields; or
An associate degree from an accredited college in public or business administration, sociology, criminology, mathematics, statistics, or a closely related field and two years of full-time satisfactory experience in public or business administration, community relations, social work, mathematical or statistical research; or
A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and four years of Full-time satisfactory experience as described in “2” above; or
A satisfactory combination of education and/or experience which is equivalent to “1”, “2”, or “3” above. College education may be substituted for up to two years of experience on the basis of 30 semester credits for one year of experience. However, all candidates must have a four year high school diploma or its educational equivalent.
For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III
For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III.
