Job Description: Project Description: Professional Safety/Environmental Work in Support of the MTA Capital Program

Description of Work APM I:
Performs Project Monitoring on asbestos abatement, lead disturbance, and silica generating projects to ensure that all work is performed in accordance with applicable Federal, State and MTA/Construction & Development regulations/procedures.
Oversees lead and asbestos abatement contractors and air monitoring to ensure work is performed properly.
May also include oversite of contractors performing operations that may generate airborne silica.
Prepares asbestos abatement and lead placard documents and maintain record.
The candidate may be directed to perform asbestos surveys.

Functions will include the overseeing of lead and asbestos abatement contractors and air monitoring consultants to ensure work is performed properly.
May also include oversite of contractors performing operations that may generate airborne silica.
Prepare asbestos abatement and lead placard documents and maintain record. In addition to project monitoring, the candidate may be used to perform asbestos surveys.

Other Work Requirements
30-Hour OSHA Certification is required prior to work on or near the right of way.
The Consultant shall provide safety shoes, at no cost to the MTA, which meets MTA guidelines and specifications prior to work on or near the right of way.
Consultant must also provide protective suits/equipment including respirator and be responsible for yearly fit testing.
Must pass a one-day NYCT Track Safety & prior to work on or near the right of way.
Education Requirement: Education Requirements APM I:
Bachelor's Degree from an accredited college in an engineering, architecture, landscape architecture, business administration or public administration AND one year's experience OR
Four-year high school diploma or its educational equivalent AND five years' experience OR
Four-year high school diploma or its equivalent plus any combination of college education and/or experience to make up the equivalent of FIVE YEARS EDUCATION AND EXPERIENCE

One year of experience will be given for:
o 30 semester credits of college education leading to a Bachelor's
o A Master's degree from one of the disciplines described in #10
o A valid New York State license as a Professional Engineer or Registered Architect.

Knowledge, Skills, Abilities: Experience Requirements APM I: One year experience or commensurate with level of education described above.

Experience Requirements APM II: Experience in project management will be commensurate with level of education (see above). 2 Minimum of two years' experience having served in a supervisory capacity OR one year as a project manager for a large and/or complex construction project.

Required Licensing/Certifications APM I: New York State Dept of Labor (NYSDOL) Asbestos Supervisor Preferred/Optional Licensing/Certifications: NYSDOL Asbestos Project Monitor, NYSDOL Asbestos Inspector, NYSDOL Asbestos Designer SSPC C3/C5 Supervisor/Competent Person for De-leading of Industrial Structures.

Special Skills/Training Requirements:
Preferred full-time experience in professional safety or environmental work specifically in Asbestos abatement, survey, design, project monitoring, familiar with SSPC C3/C5 guidelines for surface preparation.
Knowledge of pertinent Federal and State regulations governing the identification and removal of Asbestos containing materials and disturbance of lead.
Familiarity with airborne silica generating operations.
Familiar with OSHA/PESH regulations.
Must be able to read drawings.
Good Computer skills, proficient in Microsoft Word and Excel.
Candidate should have extensive knowledge of federal and state environmental regulations and capable to address environmental issues
Hours: Normal Work Week: Days of week vary. Minimum 40 Hours (nights/weekends/holidays based on project need) Duties may require assignment to various shifts and may include weekend, nights, or holiday work.

No. of Paid Hours per Week: 40 hours (MTA does not pay for lunch hours, however one hour is required per shift.)

Hours of Work: As required varies (8am-4pm; 4pm-12am; 12am-8pm)
Administrative 30%; Technical 70%
Office 30%; Field 70%

Work Location: 2 BROADWAY, NY, NY 10004 plus various field locations throughout the 5 New York boroughs.
