Military Sealift Command MANGEMENT ANALYST in Naval Base, Virginia

Summary You will serve as a MANAGEMENT ANALYST in the Military Sealift Command (MSC),Corporate Operations Directorate(N9), Requirements Division (N94) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as the Requirements Division’s subject matter expert for MSC's PPBE system, POM process, and the Budget Estimate Submission (BES) process. You will assist MSC personnel in estimating funding shortfalls for POM issue paper development. You will provide input to POM guidance for field and staff use in preparing the POM submission. You will analyze and interprets a variety of complex financial planning, programming and budgeting policies, plans and regulations, legislation, and other higher-level guidance to ascertain and accommodate impacts on MSC mission obtainment You will prepare and deliver presentations of analyses to permit a comprehensive basis or senior level management decisions and defends the position if necessary. You will provide support and subject matter expertise to senior MSC leadership on MSC future requirements and Programming and Budget analysis in support of MSC POM development and budget formulation. You will support command requirements identification and prioritization efforts to include the warfare improvement program (LOGWIP). Requirements Conditions of Employment Qualifications For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with Data Management and Program Analyses, planning and conducting projects to measure performance across the spectrum of an operation. Experience functioning with data stewards, data owners, program managers and other personnel. Experience completing analyses from complex data sets employed throughout an organization.
