Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Air Station Key West, Florida

Summary You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST as the Site Lead in the East Coast Range Systems Branch in the Live Virtual Constructive Training Division of the Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV, NAS Boca Chica, Key West, Florida detachment. Responsibilities You will serve as the senior subject matter expert (SME) Site Lead for the overall execution of the day to day activities of the Key West Tactical Training Range (TTR), You will establish and maintain relationships, collaborating with fleet training customers and NAS Key West command staff to ensure quality of services, products, and processes, You will actively promote generation and implementing of cost effective organization changes for specific tasks: funding, schedules and risks, monitoring and controlling cost, quality, schedule and tasking associated with TTR programs, You will provide communication and facilitates integration of programs and processes across the TTR business enterprise for training support capabilities and contract performance metrics, You will lead and direct diverse teams, providing guidance to technicians, engineers and other SMEs in support of the Key West and East Coast TTR program, teaching, motivating, and mentoring, You will provide oversight of contractor performance, working with the TTR Contracting Officer Representative to ensure Key West TTR requirements are appropriately addressed, You will support Combined Tactical Training Range initiatives and management directives, supporting Command strategic initiatives and thinking corporately, You will communicate, coordinate and negotiate formal and informal agreements with other activities, with superiors and peers across the Command, outside organizations, sponsors and business partners, You will assist in establishing branch objectives, set priorities, and team build to effectively manage the branch, You will evaluate, design, execute, measure, monitor and control organization programs, exercising judgment, resourcefulness, and ingenuity to ensure the success of assigned projects and meet customer objectives, You will develop methodologies to facilitate improvements in cost, schedule and quality to ensure Key West TTR requirements are addressed, You will develop policy and procedures, and defend controversial decisions and actions to senior level leaders internal and within the TTR community, and external customers or sponsors, You will serve as the senior point of contact for all Key West TTR facility liaison, You will balance customer needs with organizational goals, objectives and policies, conducting analysis and developing unique processes and procedures to support Key West TTR. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS 11-12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector analyzing or evaluating business operations (e.g., project requirement, policy and plan development, monitoring and controlling cost, quality, schedule and tasking) to support the integration of programs and processes involved with Tactical Training range (TTR) activities. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore pay may be limited to the GS-13 step 10, currently $143,181.
